<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />June 9, 1998 <br /> <br />Page 3 <br /> <br />Public Hearin& - None <br /> <br />Council Business <br /> <br />Police Chief John Kelley presented for consideration the second reading of the Tobacco <br />Sales Control Ordinance. The first reading was held May 12, 1998, and there has been <br />no public comment or inquires since then, These changes incorporate language from the <br />State Legislature model ordinance and suggestions from the Minnesota Grocers <br />Association. The new ordinance will allow the City to assess administrative penalties <br />against the owner or license holder of the establishment which sells tobacco products to a <br />minor, The ordinance provides that repeated offenses involve suspension of the tobacco <br />license, Disciplinary action includes appearance before the Council. <br /> <br />Motion by Samuelson, seconded by Larson, to HOLD AND WAIVE THE SECOND <br />READING OF AN ORDINANCE RELATING TO TOBACCO LICENSING; <br />REPLACING CHAPTER 15, ARTICLE IV OF THE NEW BRIGHTON CODE OF <br />ORDINANCES. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Fulton presented a petition from residents on Mississippi St. pertaining to usage practices <br />of the Rice Creek Trail along Mississippi St. The concerns relate to trail users utilizing <br />the entire Mississippi St. to access Long Lake Park; trails' ability to handle pedestrian <br />and bicycle traffic; traffic volumes and speed; safety concerns; and litter and dog feces. <br />Being that the Rice Creek Regional Trail is a part of the Ramsey County trail system, <br />Fulton forwarded the petition to Ramsey County Parks for review, He suggested a <br />neighborhood meeting be held to sort out these concerns and develop solutions, <br /> <br />Motion by Gunderman, seconded by Samuelson, to FORMALLY RECEIVE THE <br />PETITION AND DIRECT THE CITY MANAGER TO ARRANGE A <br />NEIGHBORHOOD MEETING TO INCLUDE CITY AND COUNTY <br />REPRESENTATIVES. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Announcements and Updates <br /> <br />The Metropolitan Council Waste Commission will hold public meetings in June. <br /> <br />Adjournment <br /> <br />Motion by Gunderman, seconded by Samuelson, to ADJOURN THE MEETING. <br /> <br />5 Ayes- - 0 Nayes, Motion Carried, <br /> <br />Meeting was adjourned at 7:47 p,m. <br /> <br />~ <br /> <br />ATTEST: <br />Ttr\\1 ~ <br /> <br />MargaretA, Egan, City erk/Finance Director <br /> <br />Council Business <br /> <br />Tobacco Sales Control <br />Ordinance <br />Report 98-127 <br />Ordinance 642 <br /> <br />Rice Creek Trail <br />Petition <br />Report 98-128 <br /> <br />Announcements and <br />Updates <br /> <br />MCWC Meetings <br /> <br />Adjournment <br />
