<br />~,,,,\,,,.~,r <br /> <br />. ..,' <br />fI' <br /> <br />,. <br /> <br />,. <br /> <br />Background <br /> <br />In the early 90's, Ramsey County developed the land bordering the residential area of <br />Mississippi Street which directly affected the area residents, 80% of whom had been <br />residing in the area for 15 or more years. This development is now known as Long Lake <br />Regional Park. A bridge was constructed at the end of Mississippi Street to accommodate <br />foot and bike traffic and allow these individuals access to the park. A white line was <br />painted on the North side of Mississippi Street to ensure that the foot and bike traffic <br />would remain on that side and not interfere with the privacy of the residents on the South <br />side of Mississippi Street. Signs were posted: <br /> <br />Walkers, bikers, rollerbladers, must keep to the left <br />Owners responsible for clean~up of animal feces <br />No jumping from bridge <br />No fishing from bridge <br />No parking <br />No motor vehicle access to Long Lake Regional Park <br />.- <br /> <br />In 1997, the City of New Brighton detenninedit necessary to paint that entire portion of <br />Mississippi Street with white lines on the borders of the North and South sides of the <br />street as well as a double yellow line down the center, <br /> <br />Current State: <br /> <br />Now, the complete width of the street is dedicated to people walking, biking, and <br />roIlerblading. The addition of a white line on the South side ofthe street has created the <br />assumption that no one must keep to the North side, away from the residential area, <br />People walking dogs allow the animals to defecate in the yards of the Mississippi Street <br />residents. They do not clean up the feces. Trash is littered on both sides of the street, <br />including the yards of area residents. County and city personnel do not clean up the litter. <br />Litter control is being done by area residents. Automobile traffic has increased threefold <br />and cars travel in excess of the speed limit. Walkers, bikers and rollerbladers compete for <br />road space with automobile traffic. Individuals attempt to launch boats and canoes from <br />the bridge area. Children jump from the bridge into the creek creating a dangerous <br />environment and an invitation to drowning accidents with no lifeguard patrol. Residents <br />of Mississippi Street have lost privacy and security. <br /> <br />Solutions: <br /> <br />. Eliminate the white line on the South side of Mississippi Street as well as the yellow <br />lines down the center of the street, as was the original intent. <br />. Create two trails in the ditch area adjacent to the railroad tracks on the North side of <br />Mississippi Street; one trail for bikers and rollerhladers and the other trail for walkers. <br />
