<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 25, 1998 <br /> <br />Page 2 <br /> <br />Special Order of Business. continued <br /> <br />Motion by Gunderman, seconded by Samuelson, to ACCEPT THE DONATIONS BY <br />THE NEW BRIGHTON EAGLES CLUB AND THE MEDTRONIC <br />FOUNDATION OF AUTOMATIC ELECTRONIC DEFIBRILLATORS TO THE <br />POLICE DEPARTMENT. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Benke explained that Gregori's death requires Council to consider the process for filling <br />his position. <br /> <br />The term of this appointment would run until a special election is held in conjunction <br />with the General City Election held in November 1999, The 1999 General Election <br />would comprise the election of two individuals to fill the two regular four-year <br />Councilmember terms and one individual to fill the two-year replacement term. The <br />replacement term would not involve any special filing procedures. The process states <br />that the two individuals receiving the highest number of votes would be elected to the <br />four-year terms, and the individual receiving the third highest number of votes would be <br />elected to the unexpired portion of the two-year term, <br /> <br />A public notice was placed in the New Bri&hton Bulletin the week of March 23 <br />advertising the appointment with the deadline to indicate desire by April 14. <br /> <br />Motion by Gunderman, seconded by Samuelson, to APPROVE THE APPOINTMENT <br />PROCESS FOR CONSIDERING THE REPLACEMENT OF DECEASED <br />COUNCILMEMBER GEORGE GREGORI. <br /> <br />4 Ayes - 0 Nayes, Motion Carried, <br /> <br />Benke believes that interested individuals should anticipate candidacy for election of the <br />Councilmember seat in the General City Election held November 1999, <br /> <br />There was some discussion regarding the screening process, and it was felt that the <br />entire Council should participate in the procedure, A Council worksession was <br />scheduled for April 21 at 5:00 p.m. to perform preliminary screening of the <br />applications, Interviews will be conducted April 23 at 7:00 p.m, Final appointment <br />would occur at the April 28 Council meeting. <br /> <br />Samuelson suggested that a list of questions be created and included in the application <br />packet. Benke advised that the application form used for Commission appointments be <br />modified to include more specific information. Fulton said staff produced an <br />application packet which requests background information, education, personal and <br />professional experience, commission involvement, reason for interest, and a list of <br />questions for Council review, Larson prefers the questions be asked during the <br />interview and not before in written format. <br /> <br />Benke announced that the worksession and interviews will be open to the public. Fulton <br />asked if Council would prefer the interviews be televised. Benke feels there is an <br />advantage to televising the interviews which allows for public comment.
