<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />February 10, 1998 <br /> <br />Page 3 <br /> <br />Council Business. continue\l <br /> <br />The request involved site plan review, PRD, and a minor subdivision to construct a 20 <br />unit Alzheimer addition onto the existing Brightondale facility, and replace a portion of <br />the Rice Creek Shopping Center with a 97 unit Senior Independent Living facility. <br /> <br />Mike Gould, G & P, recognizes the need to create housing for Brightondale residents <br />requiring Alzheimers or Dementia care. Over 60% of persons 85 years are older are <br />affected by Dementia and over half of nursing homes are comprised of residents with <br />Dementia. New facilities throughout the country are being created which allow these <br />individuals to live in dignity. Most assisted living facilities are mandated for a segment <br />of the facility reserved for Dementiaresidents, G & P's vision is to create true continual <br />care for Brightondale seniors, and will work with the City and neighborhood to create an <br />alternative location for Alzheimers residents. G & P will also continue work on the <br />redevelopment of the Rice Creek Shopping Center, and thanked staff for their efforts, <br /> <br />Benke acknowledged there is no question the need is there, but the issue is finding a way <br />to provide this facility within City borders. He believes this project contained an <br />inadequately sized parcel with drainage issues. He thanked the Planning Commission, <br />Gould, and the neighborhood for their patience. <br /> <br />Ron Olson, 2026--28th Ave, NW, said the neighborhood was always in favor of the <br />Alzheimers facility, but felt the location was inadequate, One suggested option was to <br />convert an existing floor of Brightondale into an Alzheimers Wing. Olson read a list of <br />neighborhood requests: Council denial of the Alzheimers unit; correction of drainage <br />from Brightondale into backyards along the east of 28th Ave.; permanent protection of <br />the drainage swale and pond by declaring them a drainage easement; permanent <br />protection of the buffer zone/green space by declaring it a green space easement; and <br />parking and safety issues. The neighborhood felt the proposed 22 underground parking <br />stalls would be adequate if the Alzheimers unit was not installed, However, the present <br />proposal had areas of uncertainty which caused the neighborhood to become involved. <br />Olson feels Council should consider the Senior Co-op Housing portion, and investigate <br />alternatives for the Alzheimers facility. He apologized for offending anyone, and <br />appreciated the responsiveness of the staff, Planning Commission, and Council. <br /> <br />Alma Stepanchek, 2180--27th Ave., lives directly across from the proposed Co-op, She <br />does not object to the Co-op, but feels the building height would be incompatible with <br />surrounding buildings and reduces privacy to nearby properties, She requested plantings <br />of large Colorado Blue Spruces; correcting drainage issues; constructing a berm along <br />27th Ave. to retain drainage; screening mechanical equipment; interior garbage storage; <br />adequate park and senior co-op parking; and prohibiting traffic rerouting to 27th Ave. or <br />21st St. She feels it is unacceptable that her property will be devalued at the same time <br />G & P would reap profits from the project. Benke said the drainage issue will be <br />revisited, and thanked residents for their comments, <br /> <br />Proper presented a petition requesting "No Parking Signs" on the north and south sides <br />of Rice Creek Rd. from Silver Lk. Rd, to 29th Ave. NW.
