Fredeen Rd. is a cul-de-sac off Pike Lk. Dr. <br /> <br />When the land was developed in 1965, the street name was Predeen Rd. Sometime in <br />the last 30 years, the street sign was changed to Fredeen Ct. This led to confusion when <br />new homeowners moved in and changed their address to Predeen Ct. Currently, only <br />two residents retain the Predeen Rd. name and 100% of the property owners signed the <br />petition. <br /> <br />Letters were sent to the Police Chief, Fire Chief, Building Official, Public Works <br />Director, and New Brighton Postmaster. To date, the comments received agree that <br />changing the name would alleviate confusion. <br /> <br />In 1966, Council defined a "Road" as a main thoroughfare that carries traffic through <br />the City. The residents of Fredeen Rd. feel this designation would encourage traffic <br />because it would be viewed as a through street. <br /> <br />In 1985, a resolution established a procedure for naming city streets. The resolution <br />states that any short cul-de-sacs which do not fall on the numerical grid shall be <br />designated "Courts" and bear the name of the roadway they branch off, such as <br />Driftwood Ct. Since a roadway named Pike Lake Court exists, remaining Fredeen Rd. <br />to Pike Lk. Ct. would cause confusion. Staff recommends the name change. <br /> <br />Larson was previously approached by the residents regarding the name change, and <br />explained the petition process to them. He supports the name change. <br /> <br />Motion by Samuelson, seconded by Rebelein, to WAIVE THE FIRST AND SECOND <br />READING AND ORDER PUBLICATION OF AN ORDINANCE CHANGING THE <br />NAME OF FREDEEN ROAD TO FREDEEN COURT. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Egan presented for consideration the declaration of the maximum tax levy for 1998. <br /> <br />The maximum levy must be declared by September 15. Since the exact details for the <br />budget have not yet been developed, New Brighton relies on projections from the Long <br />Range Plan. The most recent version of the Long Range Plan shows a tax levy need of <br />$3,048,700 for 1998. This levy is 6. 19 % above the 1997 levy. During the budgeting <br />process, Council will review the proposal. Egan added that if past experience holds <br />true, there would be a reduction in the maximum amount being presented tonight. <br /> <br />State guidelines apply a levy limitation to the general operations portion which states that <br />New Brighton cannot exceed a levy of $2,165,600 for 1998. New Brighton's proposed <br />maximum levy of $2,132,000 is below State guidelines.
