Mattila said a <br />developer expressed interest in redeveloping the Rice Creek Shopping Center for a <br />mixed use development integrating senior housing with existing and new commercial and <br />retail. The amendment could be applied to redevelopment sites located along the Hwy 8 <br />Corridor. Benke asked if they could overlay residential uses into commercial districts. <br /> <br />Gunderman questioned Section 7-050, Permitted Uses, which permits a large variety of <br />allowable buildings. Locke noted that the PRO and PUO ordinances are very <br />complicated, and command many special requirements which allow Council discretion. <br />However, these requirements have generally restrained the idea of mixed uses. <br /> <br />LeFevere said the amendment would address the Rice Creek Shopping Center situation <br />and may not be the ultimate solution for Hwy 8. This is a relatively cautious method <br />and should not be viewed as a quick fix. As PRD ordinances go, this has much more <br />protection than most and the standards and criteria allow for Council discretion. Adding <br />residential uses to mixed uses could be an added provision. Gunderman verified this will <br />allow the mechanism for the Rice Creek Center proposal to go forward. <br /> <br />Motion by Gunderman, seconded by Samuelson, to HOLD A FIRST AND SECOND <br />READING, WAIVE THE READING, ADOPT THE ORDINANCE AMENDING <br />THE CITY'S PRD ORDINANCE TO ALLOW FOR COMMERCIAL USES, AND <br />ORDER ITS PUBLICATION. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Planning Intern Tom Terry presented a site plan review for construction of two <br />additions, a 21,740 sq. ft. and 32,610 sq. ft. for Remmele Engineering, 10 Old Hwy 8. <br />The west side drive would be setback 60 ft. from the west property line, and the addition <br />would be located 100 ft. from the property line. Both additions comply with the City's <br />Parking and Limited Industrial District standards, and would complete the future <br />expansion phase of the original site plan. Construction of the first addition would begin <br />this fall, but the second addition may not be constructed for another three to five years. <br /> <br />Benke requested a review of the second addition's site plan before construction. Mattila <br />explained that with the original 1993 project, staff went door-to-door to review the plan <br />with residents. Staff will notify adjacent property owners when the site plan is available <br />for the second addition. LeFevere suggested that Council include in their motion a <br />notification that a site plan review is required for Phase 2. <br /> <br />Motion by Gunderman, seconded by Larson, to APPROVE LP-328, SUBJECT TO <br />THE FOLLOWING CONDITIONS: <br />1. APPROVAL OF GRADING AND DRAINAGE PLAN BY THE CITY <br />ENGINEER AND RCWD. <br />2.
