In
July, flooding problems occurred in the Kari Ln. and Long Lk. Rd. area, and past
efforts to alleviate the flooding have not been successful, and a comprehensive analysis
of the drainage system is needed. Ramsey County has agreed to pay 50 % of the
$15,650 study cost and the New Brighton share would be paid from the Stormwater
Utility Fund. Rice Creek Watershed District has been involved in the discussion,
however, have not indicated participation in cost sharing.

A proposal and cost estimate was obtained from Barr Engineering. The City has other
existing contract arrangements with Barr and they are able to undertake and complete the
work in the shortest possible time. The flooding analysis will be completed and
presented to Council in October. Gunderman is pleased to see some movement in this
long term problem.

Motion by Gunderman, seconded by Samuelson, to APPROVE THE PROPOSAL
FROM BARR ENGINEERING COMPANY FOR AN ANALYSIS OF THE
FLOODING PROBLEMS AT KARl LANE AND LONG LAKE ROAD.

5 Ayes - 0 Nayes, Motion Carried.

Benke asked if this provides opportunity to perform an analysis of the overall drainage
system. Fulton confirmed that they propose preparation of a comprehensive stormwater
analysis in the 1998 budget. Benke also noted drainage issues in the Redwood Ln. area.

Assistant to the City Manager Jeanetta presented an ordinance amendment to broaden the
purpose of the Cable Advisory Commission (CAC) and change its name to
Communications Advisory Commission. In 1992, Council created the CAC to increase
quality and quantity of programming. Volunteers have provided tremendous
programming on Channel 16. In 1994, CAC duties were added to advise the Economic
Development Commission (EDe) on telecommunication strategies. Recruiting members
have been difficult because citizens may feel intimidated by the technical work involved.

Consent Agenda

Street Patching Quote
Report 97-177

1997 Sealcoating Bid
Report 97-178

1997 MSA Street
overlay and Milling
Report 97-179

Council Business

Kari Ln.
