He suggested the survey include the following: "If a name change is to be <br />recommended, what would be your preferred name?". Samuelson agrees with Williams. <br /> <br />Motion by Williams, seconded by Samuelson, to APPROVE THE SUGGESTED <br />PROCESS FOR CONSIDERING A NAME CHANGE OF OLD HWY 8. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Gunderman noted the 30th anniversary of the $1.2 million park referendum which <br />established the park system. He suggested a celebration to recognize the event. <br /> <br />Gunderman requested the peddler permit applications for Dominion Business Promotions <br />and C. W. Marketing be removed from the Consent Agenda. He noted that in previous <br />cases, Council requested applicants make a personal appearance before Council when <br />requesting a permit. Benke confirmed that the application process does not require <br />presence at a Council meeting, and asked if this could be a requirement. <br /> <br />City Attorney LeFevere believes that requiring an appearance would be legal, but the <br />ordinance does not contain specific standards and denial reasons are limited. There <br />could be basis for denial if a person is found to not be of good morale character, but <br />asked what meaningful information the public appearance may gain. Benke feels that in <br />the absence of definable characteristics or denial qualifications, such a requirement may <br />create more problems. Gunderman prefers to meet applicants, but understands the City <br />probably cannot deny the permit according to the ordinance. <br /> <br />Motion by Gunderman, to DENY PEDDLER PERMIT APPLICATIONS FOR C. W. <br />MARKETING AND DOMINION BUSINESS PROMOTIONS, SUBJECT TO <br />THEIR APPEARANCE AT AN UPCOMING COUNCIL MEETING. <br /> <br />Motion died due to lack of second motion. <br /> <br />Gunderman noted concern that C. W. Marketing requested a one year license. Benke <br />said there appears to be a discrepancy in the forms. Fulton will research that issue. <br />Williams acknowledged Gunderman's long tenure on the Council, and this subject will <br />continue to be of concern. He suggested a policy relating to personal appearance. <br />Fulton said there appears to be some merit to indicating concerns to applicants. <br /> <br />Gunderman confirmed the fee is $50/month, not $50/year, and asked if C. W. Marketing <br />would be charged $600/year. LeFevere said the motion could be modified to provide <br />issuance for a period of time. If a one year permit is requested, then action granting the <br />30-day license would be revisited. Benke said there does not appear to be any indication <br />to deny according to the background investigation. <br /> <br />Motion by Samuelson, seconded by Larson, to DEFER CONSIDERATION OF THE <br />PEDDLERS PERMIT APPLICATIONS FOR C.W.
