<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />July 28, 1997 <br /> <br />Page 3 <br /> <br />Public Hearin~. continued <br /> <br />Motion by Gunderman, seconded by Samuelson, to CLOSE THE PUBLIC <br />HEARING. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Motion by Larson, seconded by Samuelson, to WAIVE THE READING AND ADOPT <br />THE RESOLUTION MODIFYING THE DEVELOPMENT PROGRAM FOR <br />DEVELOPMENT DISTRICT #1, MODIFYING THE TIF PLANS FOR TIF <br />DISTRICTS #1 THROUGH #20 AND DISTRICTS #23 THROUGH #25 TO <br />REFLECT INCREASED PROJECT COSTS WITHIN DEVELOPMENT <br />DISTRICT #1 AND CREATING PROPOSED TIF DISTRICT #26 AND <br />APPROVING AND ADOPTING PROPOSED TIF PLAN RELATING THERETO. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />Fulton presented the contract for consultant services with Barr Engineering for the <br />Northwest Quadrant. <br /> <br />The Old Hwy 8 Corridor study indicates that the Northwest Quadrant (I-35W and 1-694) <br />holds great potential for creation of an urban village mixed land use. Impediments to <br />redevelopment are environmental issues relating to previous uses (Miller dump, Trio <br />Solvent, Northwest Refinery, rendering and asphalt plants). Because the plan estimates <br />the redevelopment time frame at 10-15 years, addressing environmental issues should <br />begin now. <br /> <br />Barr would assist the City in evaluating environmental issues and development of an <br />action plan. The assessment is anticipated to cost $24,400, and staff will apply for grant <br />opportunities. However, if no grants are available, the Development Account would pay <br />the cost and be repaid through creation of a TIF District and increment generated from <br />new development. <br /> <br />Motion by Gunderman, seconded by Larson, to AUTHORIZE STAFF TO EXECUTE <br />A CONTRACT WITH BARR ENGINEERING FOR THE ENVIRONMENTAL <br />ASSESSMENT OF THE NORTHWEST QUADRANT. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Fulton presented continuation of the Old Hwy 8 Task Force for the purpose of <br />implementing the corridor vision. <br /> <br />The task force was formed to select and work with consultant, Hoisington Koegler <br />Group (HKG), to prepare the corridor study and vision. HKG is finalizing report details <br />and the next step is vision implementation.
