I estimate the <br />maximum to be ~ hour per day for 2 people for 22 days for the Primary and 22 days for the <br />General Elections, 44 hours altogether. <br /> <br />. <br /> <br />Explanation: Joe Mansky, coordinator for all Ramsey County elections, recommends that <br />during large elections we use an Absentee Ballot Board; during a City Election, the judges would <br />probably be able to handle the absentee ballots at the polling place on election night. The <br />governing body of the municipality may authorize an absentee ballot board by enacting an <br />ordinance or approving a resolution to that effect. The board must consist of one trained election <br />judge of two different political parties. <br /> <br />Once established, the absentee ballot board may (I) receive all absentee ballot return envelopes <br />marked "accepted" by the election judges and (2) open the return envelopes and count the <br />absentee ballots, recording the results by precinct. The absentee ballot board may begin the <br />process of examining the return envelopes and marking them "accepted" or "rejected" at any <br />time during the 30 days before Election Day. <br /> <br />When accepting and rejecting absentee ballots, the election judges must compare the name, <br />address and signature of the voter on the absentee ballot application and the voter's certificate on <br />the back of the absentee ballot return envelope. Sometimes in a busy election the judges do not <br />get a chance to complete this until the polls close causing a delay in sending the results. <br />With the Absentee Ballot Board this can be completed in the office. <br /> <br />Costs and Funding: Costs are expected to be minimal. If overtime becomes necessary, <br />then it would be charged to the Elections budget.
