The impact on the
2006 budget is an additional $2,100 from July I-December 31,2006.

Explanation:

In June, the City Council approved the 2006 collective bargaining agreement with the Sergeants
Union. This included a 3% wage increase in 2006. Over the years, the wage increase combined
with the amount of overtime, has resulted in compression between the pay of the Deputy Public
Safety Directors and the Sergeant positions. Currently, the Deputy Public Safety Directors are at
the top step for Grade 12 and their annual base salary is $88,344. The City has five Sergeants
whose base salary is $71,230 but they also receive up to 9% additional income each month for
longevity. This combined with an average annual overtime of $1 0,000, results in an average
salary of$87,641 for a Sergeant. The Deputy Public Safety Directors are a non union position
and are not eligible for longevity or overtime. Consequently, the Deputy Public Safety Directors
total annual salary is only .80% above the sergeant's total compensation. The Deputy Public
Safety Directors directly supervise the Sergeants so it is important to have some differential in
salaries.

In an effort to remedy this compression problem, staff is proposing a 1.5% increase to Grade 12.
This will result in the Deputy Directors receiving an annual salary of $89,669, which is 2.31 %
above the total compensation for the Sergeants. The only positions in Grade 12 are the two
Deputy Public Safety Directors, so they will be the only positions impacted by an increase in that
. grade.

I:\COUNCILIREPORTS\2006IAdmini"..tionlAdjustment to Pay Grade 12 Deputy Dircctors,doc
