REQUEST FOR COUNCIL CONSIDERATION <br /> <br />. <br /> <br />. <br /> <br />ITEM DESCRIPTION: Consideration of Resolution Authorizing Application to Metropolitan <br />Council for Livable Communities Demonstration Account Funding <br /> <br />DEPARTMENT HEAD'S APPROVAL: Gra~n~, Director of Community Development <br />CITY MANAGER'S APPROVAL: <br /> <br />No comments to su lement this re <br /> <br /> <br />Comments attached <br /> <br />Recommendation: <br />Waive the reading and approve the attached resolution authorizing application to Metropolitan <br />Council for Livable Communities Demonstration Account funding. <br /> <br />Legislative History: <br />None. <br /> <br />Financial Impact: <br />Outside funding from this and other programs will defray City expenses in TIF Districts 31 and <br />32. <br /> <br />Explanation: <br />The Metropolitan Council annually awards funds from its Livable Communities Demonstration <br />Account (LCDA) program. The program is designed to encourage compact, efficient <br />development connecting housing and employment, using existing infrastructure, to attract new <br />development. These objectives are entirely consistent with the City's goals for the Northwest <br />Quadrant. <br /> <br />The Metropolitan Council has provided millions of dollars of project funding since 1996. <br />Notable LCDA-assisted projects include Village Creek in Brooklyn Park, Heart of the City in <br />Burnsville, housing redevelopment in Columbia Heights, Midtown Exchange in Minneapolis, <br />Ramsey Town Center, Park Commons in St. Louis Park, and Phalen Village in 8t. Paul. There is <br />a total of $8.8 million available for this round of grants, <br /> <br />Applications are due on July 18th. The Met Council expects to award the grants in December. <br />Funds cannot be expended prior to the award date, therefore only projects to be started in 2007 or <br />later are eligible. Plans are to apply for funding for the reconstruction of Old Highway 8 through <br />the Northwest Quadrant, which is scheduled for next year. <br /> <br />~>~~~ <br /> <br />David W.
