REQUEST FOR COUNCIL CONSIDERATION

ITEM DESCRIPTION: Consideration of a resident survey to be conducted by Decision
Resources, L TD,
DEPARTMENT HEAD'S APPROVAL:
CITY MANAGER'S APPROVAL: '
No comments to supplement this repor~ Comments attached

Recommendation:

To authorize Decision Resources to conduct a resident survey for the purpose of gaining
information related to city finances and services.

Legislative History:

The City Council discussed this topic at their work session on June 13. At that time the City
Council directed staffto contact Decision Resources to initiate a resident survey. Staff has
talked with Decision Resources and recommends that the City Council approve the initiation of a
. resident survey.

Financial Impact:

The total cost of contracting with Decision Resources for conducting the survey is $4,600. There
is adequate funding available in the Administration Department Professional Services budget to
pay for the survey.

Explanation:

In June, staffmet with the City Council to begin discussions regarding the development ofthe
2007 budget including financial pressures and services. The budget process will involve a
number of public meetings, including city council work sessions, where residents can learn about
the proposed 2007 budget and provide input to the City Council. Another way to gain
information from the public is through a survey of New Brighton residents. A random survey
provides statistically valid information regarding public opinion on selected issues. Staff is
recommending a telephone survey of 400 random sample City of New Brighton residents. All
responses to the survey will remain anonymous.

The survey will include questions related to city property taxes, services, redevelopment
projects, and how they prefer to receive information from the City. The purpose ofthe survey is
to provide additional information that can be used to help the City Council in making decisions
related to taxes and service levels in the 2007 budget.

.

I;\COUNC/LIREPORTS\2006\AdminiSl'ationIResident Survey,doc
