The <br />proposal complies with 1-2 district and parking standards. The buildings would store <br />equipment and materials used at the site. <br /> <br />Motion by Larson, seconded by Samuelson, to APPROVE LP-326. <br /> <br />3 Ayes - 0 Nayes, Motion Carried. <br /> <br />Benke reentered the meeting. <br /> <br />Mattila presented the amended sign plan for a commercial multi-tenant building at 151 <br />Silver Lk. Rd. The amendment changes the amount of wall signage allowed an anchor <br />tenant as follows: increase wall signage from 70 sq. ft. to 137.5 sq. ft.; and no longer <br />restricts use of the wall signage to one anchor tenant but allows any tenant in the <br />building to use one of six panels. This sign plan was approved in 1985, and amended in <br />1993. The building has undergone a business use change from a grocery store to an <br />office building, and the tenants request more visibility from Silver Lk. Rd. The <br />Planning Commission recommended approval. <br /> <br />Motion by Gunderman, seconded by Larson, to APPROVE THE PROPOSED SIGN <br />PLAN AMENDMENT. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Fulton presented a substandard district resolution for the 530 5th Ave. building and the <br />MacGillis and Gibbs property. In July 1997, the City will establish a redevelopment tax <br />increment financing (TIF) district that will include these properties. Before the City can <br />establish a TIF, structures will be demolished and removed as part of the environmental <br />cleanup. To protect the City's ability to create a TIF, Council will need to adopt a <br />resolution determining these parcels are occupied by structurally substandard buildings. <br /> <br />Motion by Gunderman, seconded by Larson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION DETERMINING THAT CERTAIN PARCELS ARE <br />OCCUPIED BY STRUCTURALLY SUBSTANDARD BUILDINGS AND ARE TO <br />BE INCLUDED IN A TIF DISTRICT. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Fulton said the City received a petition requesting an environmental impact statement <br />and environmental assessment worksheet for a nature trail at the Family Service Center <br />(FSC). The review process used by the Department of Natural Resources (DNR) for its <br />Lawcon grant program assumes environmental concerns are addressed prior to a grant <br />award. The DNR visited the site and reviewed all aspects of the grant, project, and <br />envirornnental impact.
