CONSIDERATION OF APPROVAL TO AUTHORIZE THE <br />ADVERTISEMENT FOR BIDS FOR A NEW MOTOR GRADER. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Public Hearing - None <br /> <br />Council Business <br /> <br />City Engineer Les Proper presented a status report on requested stop signs for 3rd St. <br />NWand 16th Ave. NW. <br /> <br />In October 1996, a petition was received for all-way stop signs on 3rd St. at the <br />intersections of 14th Ave., 17th Ave., Kimberly Dr., and 23rd Ave. Council ordered <br />installation of all-way stop signs at 14th Ave. and 3rd St., and requested staff and <br />residents obtain traffic data, and report back. Another petition was received requesting <br />closure of 16th Ave. at Silver Ln., and installing all-way stop signs at Ist St., 2nd St., <br />and 3rd St. Informational meetings were held for both areas. Staff opposes installation <br />of stop signs which do not meet standard warrants. In January 1997, Council directed <br />staff and Public Safety Commission (PSC) to develop a policy for handling requests for <br />stop signs, traffic calming, and complaints. <br /> <br />In April 1997 , traffic speed and volume data was obtained at three 3rd St. locations, and <br />on 16th Ave. for two one-week periods before and after the opening of the new Cub <br />Foods store. It was found that Cub did not appear to create significant changes. Letters <br />were mailed to violators traveling in excess of 36 mph, and speed watch signs were <br />installed along 16th Ave. and 3rd St. <br /> <br />New Brighton, Columbia Heights, and St. Anthony approached Tri-City Legion about <br />donating funds for purchase of a trailer mounted variable speed message display board to <br />be shared by the three cities.
