The Mezzengas feel the
path would affect their privacy and resale value. The vacant lot on the west will also be
affected. Construction of a home on this lot is anticipated this summer. The Mezzengas
feel walkers should use the Long Lk. Rd. sidewalk., and not cut through their property.

Proper said the sidewalk would not be part of the skeletal sidewalk system, and costs
would be special assessed against benefitting properties. Municipal State Aids cannot be
used, and acquisition of private property will increase project costs.

Fulton noted the costs involved with this sidewalk and would not support the path due to
Rosewood Ct. not entirely developed and the unsafe conditions at that intersection.

Rich Fink, 1436 Rosewood Ct., lives near the proposed path. He feels it will create an
unsafe crossing, and parents need to teach children how to cross the road properly.

Dick Fink, 1385 Mississippi St., believes that pathways through neighborhoods increase
vandalism and crimes to nearby homes.

Auren Kerntop, 1423 Rosewood Ct., said Ramsey County will review safety concerns
along Long Lk. Rd. and Rosewood Ct. Benke noted a previous study of Long Lk. Rd.
which found it to be a safe roadway, and looks forward to the study results. Benke
believes safety significantly improved when the road was reconstructed in 1989. He
does not support the path, and believes it can be made safe with correct supervision.

Ed Solheim, 1545 -15th St. NW, does not support the path's installation.

Motion by Larson, seconded by Williams, to DENY CONSTRUCTION OF AN
ACCESS PATH BETWEEN 14TH AVENUE NW AND ROSEWOOD COURT.

5 Ayes - 0 Nayes, Motion Carried.

Announcements and Updates

The Healthy Youth Coalition will meet on April 10 at the Family Service Center.

The Eagles Club will have a fundraiser for the Care-a-Van on April 12.

The Highway 8 Visioning Public Meeting will be held April 16 at City Hall.

Adjournment

Motion by Lan;on, seconded by Samuelson, to ADJOURN THE MEETING.

5 Ayes - 0 Nayes, Motion Carried.

Meeting was adjourned at 8:23 p.m.

ATTEST:

Council Business

14th Ave. and
Rosewood Ct.
