The <br />addition would narrow the parking aisle in front of Champps from a two way to a one <br />way to the east. Also, the parking aisle to the west of New Brighton Liquors would be <br />made a one way to the north. The parking aisle to the south of the building would <br />remain a two-way aisle. The one way aisles should be identified with "One Way" or <br />"Do Not Enter" signage. <br /> <br />Representatives from Champps, Kraus Anderson (owner of the parcel), and New <br />Brighton Liquors agree that the access off Silver Lk. Rd. continue except for traffic <br />going north along the building becomes a one way. There will be parking stalls behind <br />Champps at a 90-degree angle with a 24 ft. wide two way aisle. <br /> <br />Gunderman asked the time line for construction. Mr. Smith, Kraus Anderson, <br />anticipates construction would begin in the Spring after building permit issuance. <br /> <br />Williams asked the intended use of the expansion. Smith explained the addition would <br />provide additional indoor/outdoor seating and larger lobby area. <br /> <br />Samuelson asked the location of the additional parking stalls. Mattila said no additional <br />stalls will be added, but their angles will be reconfigured. <br /> <br />Larson asked if thought was given to expanding into the liquor store area. Smith <br />explained that was not considered due to long term tenant leases. <br /> <br />Williams verified that the number of handicapped spaces will continue. <br /> <br />Motion by Gunderman, seconded by Larson, to APPROVE LP-322, SUBJECT TO <br />THE FOLLOWING CONDITIONS: <br />1. PROVISION OF "ONE W A V" SIGNAGE AT THE SOUTH END OF THE <br />ONE WAY AISLE AND PROVISION OF "DO NOT ENTER" SIGNAGE <br />AT THE EAST END OF THE ONE WAY AISLE. <br />2. STORE ALL TRASH CONTAINERS WITHIN THE DUMPSTER <br />ENCLOSURE AREA SOUTH OF THE SUBJECT BUILDING. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Mattila presented the extension of a moratorium for new development within certain <br />portions of the H wy 8 Corridor. <br /> <br />The Hwy 8 Task Force recommends that since the planning process is still underway, <br />the moratorium should be extended another six months. It was further recommended, as <br />portions of the study are completed, they should be dropped from the moratorium. The <br />ordinance is set to expire March 31, 1997, but the recommended extension brings that <br />date to September 30, 1997. <br /> <br />Williams noted that when the first moratorium was considered, several projects were <br />caught in the moratorium. He asked if there are any potential projects that may be <br />affected. Mattila was contacted by a realtor marketing the northwest corner of Hwy 8 <br />and Co. Rd. E for use by a church. The realtor asked if there was any way to speed up <br />the approval process.
