<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />February 25, 1997 <br /> <br />Page 4 <br /> <br />Council Business. continued <br /> <br />Proper and Police Chief John Kelley are both opposed to the installation of new stop <br />signs that do not meet the standard warrants, but both agree that an all-way stop at 13th <br />St. and Highview Dr. would be safer than existing conditions. <br /> <br />Samuelson asked if the consideration was brought forth by residents. Proper said the <br />inquiry was brought forth by Larson, however, this has been a long standing issue. <br />Larson has received calls from residents regarding this hazardous unsafe traffic situation, <br />and for those unfamiliar with this intersection it is also very dangerous. <br /> <br />Motion by Larson, seconded by Gunderman, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION ORDERING THE INST ALLA TION OF A STOP <br />SIGN ON NORTH BOUND HIGHVIEW DR. AT 13TH ST. NW. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Benke requested staff and the Public Safety Commission (PSC) consider a review of the <br />City's practice of handling unwarranted traffic sign requests. There are consequences in <br />installing unwarranted traffic control devices. He supports this decision only because of <br />the engineering opinion that it would be safer than existing conditions. <br /> <br />Community Development Director Kevin Locke presented an amendment to the <br />ordinance relating to the Highway 8 Moratorium. <br /> <br />Silver Oak Development, owned by Jake Cadwallader, is requesting exemption from the <br />moratorium in order to initiate rezoning and development of a 32 townhome project on <br />the southwest corner of 3rd St. NW and Old Hwy 8. The Planning Commission and the <br />Hwy 8 Task Force have reviewed the request, and the Planning Commission <br />recommends this property be excluded from the moratorium. <br /> <br />Gunderman asked if a public hearing will be held. Locke said the Planning <br />Commission will hold the public hearing on March 18. <br /> <br />Williams does not have issue with the request tonight, however, he is most interested in <br />what the developer intents to do with the mature oak trees on the site. Locke agreed <br />that there is a consensus among staff and the consultant that the large trees remain. <br /> <br />Motion by Gunderman, seconded by Larson, to WAIVE THE READING, GIVE A <br />FIRST AND SECOND READING, ORDER THE PUBLICATION, AND ADOPT <br />THE ORDINANCE AMENDING ORDINANCE NO. 623 BY EXEMPTING <br />CERTAIN PROPERTY FROM THE MORATORIUM ON NEW DEVELOPMENT <br />ALONG THE OLD HWY 8 CORRIDOR. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Kelley presented information regarding the railroad intersections in New Brighton. The <br />increased number of coal trains have created grade crossing blockages causing <br />inconveniences to the public and delays for firefighters responding to calls. The current <br />law permits blockages up to 10 minutes, however, first class cities can regulate <br />obstructions by local ordinance.
