<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />December 18, 1996 <br /> <br />Page 4 <br /> <br />Council Business. continued <br /> <br />On December 12, a worksession with the New Brighton and Columbia Heights City <br />Councils was held. One major point of discussion was creation of a hauling route. Both <br />cities agreed to a one way inJout arrangement, and all trucks traveling to the site would <br />follow 1-694 to Central Ave. to 49th Ave. Trucks leaving the site would follow Stinson <br />Blvd. to 5th St. to Silver Lk Rd. to 1-694. Mpls will provide a bond to New Brighton <br />covering any damage to Sth St. as a direct result of hauling activity. Mpls will initiate a <br />communications plan to keep both cities, residents, and school districts abreast on <br />COlh'ltruction activities. A weekly update will be published in local newspapers. The dust <br />control plan will provide for street cleaning measures on a daily basis or as needed, and on- <br />site dust control measures during the construction period. <br /> <br />Mattila said the construction schedule reflects the number of days an activity requires. <br />Work will not be performed consecutively, but spread out over a period of weeks. Much <br />of the timing depends upon weather conditions. <br /> <br />Benke said because much concern focused on the route traveling past schools, it was <br />decided that hauling activity will be completed by the tirst week in September. He supports <br />the project and feels the agreement is appropriate to maintain reasonable truck volumes. <br />He thanked Columbia Heights and Mpls for their cooperation. <br /> <br />Williams asked if excavation activity will occur on the site. Mattila said that material will <br />be hauled to the site, but there will be no outbound material. Benke speculates that <br />materials such as tree waste may need to be hauled away. Williams asked that the <br />agreement reflect the statement that some minor outbound hauling may occur. <br /> <br />Samuelson asked if hauling will be performed on Sundays. Adam Kramer, Mpls, <br />confIrmed that hauling and other activities which create excessive noise will not be <br />performed on weekends or evening hours. <br /> <br />Mike Heideman, 582 Redwood, said the hauling route will travel past three schools and <br />parks, and asked why 5th St. was chosen over Co. Rd. E. Benke said because the trucks <br />receive material from a Maple Grove location, the 1-694 to Central Ave. to 49th Ave. route <br />is preferred. Requiring trucks to travel Co. Rd. E and back north increases mileage and <br />street damage. Larson believes the stop siglh'l on Co. Rd. E may create traffic problems, <br />and the Salvation Army Camp receives much pedestrian traftic. Heideman feels there is <br />more pedestrian traffic on 5th St. Benke said these concerns led to development of a safety <br />plan involving temporary crosswalks, yield signs on 5th St. at Driftwood Park, and traffic <br />enforcement. Driftwood will become a soccer facility and safety is of utmost importance. <br />Heideman feels the probability of accidents is much higher with the selected route. Benke <br />said the City is very sensitive to this issue. <br /> <br />Motion by Gunderman, seconded by Samuelson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION APPROVING SP-196, WITH CONDITIONS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Williams requested that fmes relating to truck hauling violations be allocated to Columbia <br />Heights and New Brighton.
