<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 8, 1996 <br /> <br />Page 2 <br /> <br />Special Order of Business. continued <br /> <br />Ciernia said NYFS has prevented youth from developing patterns of delinquency and <br />dysfunction; helped low and moderate income families work out issues at affordable <br />cost; assisted senior citizens to find low cost home chore services; and molded many <br />area youths into community leaders. <br /> <br />Williams thanked NYFS for services provided to New Brighton and other member cities. <br /> <br />Samuelson, NYFS Council liaison, commended the intergenerational program matching <br />youth with senior citizens. Ciernia said this program is very strong in New Brighton. <br /> <br />Benke asked Andrews' thoughts and recommendations of a curfew program. Andrews <br />said NYFS is involved in the Ramsey County Curfew Truancy Center and supports <br />curfews, but the idea should be a unified effort among area cities. There is a need to <br />clarify what is a curfew violation, and not penalize youths performing productive and <br />healthy activities after curfew hours. <br /> <br />Benke thanked the NYFS for their early intervention activities. <br /> <br />Andrews said an event to honor NYFS' 20th anniversary will be held February 13, <br />1997.
