PROJECT FOR RETAINING WALL AND LANDSCAPING ON THE <br />NORTH SIDE OF THE FIRE STATION. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Puhlic Hearinl! - None <br /> <br />Council Business <br /> <br />City Planner Erny Mattila presented an ordinance to place a moratorium on development <br />activity within a portion of the Hwy 8 Corridor from Hwy 96 south to 1st St. NW. On July <br />23, Council gave tirst reading and directed stan to research pending development proposals <br />for possible exclusion from the moratorium. <br /> <br />Areas meriting study: northwest, northeast, and southeast quadrants of Hwy 96 and Hwy 8 <br />intersection (Hwy 96 Gateway site); east of Hwy 8, south of 14th 51., west of I-35W, and <br />north of 1-694 (NW Quadrant site); west of 5th Ave. NW, east of the railroad tracks, south <br />of Hwy 8, and north of 1st St. (MacGillis & Gibbs site); properties abutting Hwy 8 on the <br />west, from 6th St. NW to the north. to Co. Rd. E to the south; and properties located east <br />of Hwy 8 and west of the railroad tracks, from Hwy 8 to the north, to 1st St. to the south <br />(Hwy 8 Commercial area). Areas are targeted due to incompatible zoning, nonconforming <br />uses, vacant land, inefficient layout, underutilized or contaminated land. It will not affect <br />single and two family home construction or remodeling on existing homes, but will affect <br />subdivision or activity in multiple family residential, commercial, or industrial. <br /> <br />Additional areas include: west of Hwy 8, east and south of Long Lake Park, and north of <br />1-694 (petro gas, Midwest Asphalt, Beisswenger Hardware, Key's, Gage Industries, and <br />New Brighton Bowling); south of 1st St. NW, north of the railroad tracks, east of 8th Ave. <br />NW, and west of the extended east line of 5th Ave. NW; north of 1 st 51. SW, east of the <br />north-south running railroad tracks, west of 348 First 5t. 5W (Wolkerstorfer building); and <br />south of the east-west running railroad tracks, (USF Holland Site). There is potential to <br />add a spur to allow train travel from the south to east without backing into the downtown <br />area which may open the way for extension of 5th Ave. Also, there are small pockets of <br />vacant land between these tracks which should be examined for future use. <br /> <br />Mattila noted three recent proposals affected by the moratorium. Clinch on Products (COC) <br />recently purchased Basic Industries at 1275 Old Hwy 8, and proposes a lot split and <br />construction of a new facility. This proposal appears to comply with all standards. Jay <br />Cadwallader purchased three single family homes at 336,342, and 384 - 8th Ave. He <br />proposes to remove the homes, rezone to R-3B (Multiple Family Residential), and construct <br />32 townhomes. Samuelson asked the time line of the moratorium and if viable proposals <br />will be considered. Mattila said the moratorium expires December 31, 1998; and the intent <br />is to preform analysis and release sites when long range plans have been determined. Benke <br />said the Economic Development Commission (EDC) discussed the establishment of site <br />priorities for areas with immediate need.
