<br />I <br /> <br />I <br /> <br />I <br /> <br />COUNCIL PROCEEDINGS <br /> <br />CITY OF NEW BRIGHTON <br /> <br />Pursuant to notice thereof, a regular meeting of the New Brighton City Council was held Tuesday, Apri123, 1996, at 7:30 <br />p.m. in the municipal building, 803 Fifth Avenue NW. <br /> <br />Present: <br /> <br />Mayor Benke, Councilmembers Gunderman, Larson, Samuelson and Williams. <br /> <br />Absent: <br /> <br />None <br /> <br />Also Present: <br /> <br />Maurie Anderson, Park and Recreation Director <br />Margaret Egan, Finance Director <br />Matthew Fulton, City Manager <br />Charlie LeFevere, City Attorney <br />Kevin Locke, Community Development Director <br />Les Proper, City Engineer <br /> <br />Council Ae-enda <br /> <br />Motion by Gunderman, seconded by Samuelson, to APPROVE COUNCIL AGENDA. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Minutes <br /> <br />Motion by Larson, seconded by Samuelson, to WAIVE THE READING AND <br />APPROVE THE APRIL 9, 1996, COUNCIL MEETING MINUTES. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Commission Minutes - None <br /> <br />Special Order of Business <br /> <br />Mayor Benke PROCLAIMED FRIDAY, MAY 17, 1996, AS BUDDY POppy DAY <br />IN THE CITY OF NEW BRIGHTON. <br /> <br />City Manager Matt Fulton noted the heroic effort,> of the Fire and Police Departments <br />relating to an emergency call. On April 8, FiretIghters Arny Bona, Jim Doherty, Brian <br />Goodwin, Rob Niles, and Chris Tahti responded to an emergency regarding a carwhich <br />had driven into Rice Creek near the bridge at Mississippi St. Police Officers Mike <br />Lochen and Dan Olson also responded. The car was floating downstream, partially <br />submerged, and the current was strong. The group found a boat and paddled to the car. <br />Tahti, armed with a hammer, swam to the car, jumped onto it, broke the rear window <br />freeing the passenger and pulled her to safety. Few others could have matched Tabti's <br />swimming ability and courageous feat. Fulton said the entire community should be <br />proud of the department's heroic effort. <br /> <br />Police Chief John Kelley and Fire Chief Mark Frieden introduced the members of their <br />respective departments. <br /> <br />Samuelson, Counci1liaison to the Public Safety Commission, expressed appreciation to <br />the public safety departments for their hard work and dedication to the community. <br /> <br />Benke offered his sincere appreciation to the Police and Fire Department,>. <br /> <br />Council Ae-enda <br /> <br />Council Minutes <br /> <br />Commission Minutes <br /> <br />Special Order of <br />Business <br /> <br />Buddy Poppy Day <br /> <br />Recognition of Heroic <br />Efforts <br />
