<br />. <br /> <br />. <br /> <br />. <br /> <br /> <br />PLANNING COMMISSION PROCEEDINGS <br />CITY OF NEW BRIGHTON <br /> <br />Regular Meeting - May 16,2007 at 7:30 p.m. <br /> <br />Present: Commissioners Larry Baker, Bruce Howard, Jim O'Brien, Tom O'Keefe, Karen <br />Mann, Norm Schiferl, and Paul Zisla. <br /> <br />Absent:' <br /> <br />Also Present: Council Member Sharon Doffing, Grant Femelius, Community Development <br />Director, and Janice Gundlach, City Planner. <br /> <br />Agenda Review: Agenda approved. <br /> <br />. Approval of Minutes: The April 18, 2006 minutes were approved with the following <br />amendment: "Howard requested the number of institutional users that may possibly use <br />this ordinance." <br /> <br />. Council Action: Council member Doffing reported that the Council meetings will begin <br />at 6:30 pm starting in June, a change from the original 7:30 start time. <br /> <br />Public Hearings: ZA2006-004 Zoning Code Amendment Establishing Park Dedication <br />Requirements for Commercial & Industrial Property <br /> <br />The Commission held a public hearing on April 18, 2006 to discuss a Zoning Code <br />amendment to establish park dedication requirements for commercial and industrial <br />property. The public hearing was tabled to allow staff to research the proposed cash/land <br />dedication requirements and the current/anticipated park needs. <br /> <br />The Park, Recreation & Trails Strategic Plan outlines the needs throughout the City <br />regarding park land acquisition, trail construction, and public art opportunities/sites. The <br />Finance Department has identified the anticipated costs for capital improvements to local <br />parks and trails. Some of these costs are eligible for inclusion in the park dedication <br />fund. Together, these exhibits specifically identify upcoming needs and anticipated costs <br />in an effort to provide a justification for collection of park fees from commercial and <br />industrial property. <br /> <br />For the last several years the City Council has budgeted funds through its non-fleet <br />capital replacement program to help with future park and recreation capital needs. This <br />year the City Council eliminated the funding to control costs. The proposed ordinance <br />creates a mechanism to address these needs. <br /> <br /> <br /> <br /> <br />. .
