<br />RESOLtJrION NO. 86-142 <br /> <br />" <br /> <br />STATE OF MINNESarA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGffi'ON <br /> <br />~ <br /> <br />,. <br />~ <br /> <br />RESOLtJrION ESTABLISHmG WATER AND SEWER urILITY RATES <br /> <br />Whereas, _ the Financial Policy Advisory Board developed and recorru:t'61ded policies <br />for managing the water and sewer utilities; <br /> <br />Whereas, these recanrrendations were adopted by the City at the Council rreeting <br />November 11, 1986; <br /> <br />Whereas, as part of this action it was required that a rate study be completed; <br /> <br />Whereas, the rate study has been conpleted and is of satisfaction to the City; <br /> <br />Now-, therefore be it resolved that: <br /> <br />1. '!he Closed Bond Fund shall be used to finance the portion of water <br />contamination costs in excess of $250,000. The use of the Closed <br />Bond Fund will be repaid when the lawsuit is settled. The conmitment <br />of the Closed Bond Fund will be for only those costs accounted for <br />in the water utility. The conmitment of the Closed Bond Fund will <br />be initiated in 1987. <br />2. The consumption portion of the water utility will be at the rate of <br />80~ and for sewer the rate of $1.30 per 1,000 gallons shall apply. <br />3. The flat portion of the water utility will be $150,000 and for sewer <br />the arrount shall be $129,900 plus any arrount determined necessary <br />for a cash reserve. The flat portion shall be allocated to custorrers <br />based on a decile of classes. Each class will be required to pay its <br />proportionate share of the flat cost as that class relates to total <br />consumption. <br />4. The rates and fees specified in #2 and #3 will be effective for each <br />district's first full quarter in 1987. <br />5. '!he consumption portion of the sewer utility will be based on consurrption <br />during the winter quarter. Winter quarter shall be defined as: <br />District #1 usage fran November through January <br />District #2 usage from December through February <br />District #3 usage fran January through March <br />6. The decile of classes shall be determined based on consumption during <br />the winter quarter. A single decile shall be used for the flat portion <br />of the water and sewer utilities. <br />7. A missing read charge of $15.00 shall be made when a conS1..lIl'er fails <br />to submit consumption data. <br />8 . If a consumer's services are not rretered then their flat charge and sewer fee <br />will be set at the average for similar occupant types. <br />9. If no usage data is provided by the consumer then the flat charge <br />will be prorated based on actual readings available. <br />10. For a new account which did not exist at the tiIre of the winter quarter <br />then their flat portion and sewer consumption charge will be set at the <br />average for similar occupant types. <br />11.
