RESOLUTION ESTABLISHING A POLICY FOR WATER AND SEWER USAGE CHARGE <br />'1 <br /> <br />WHEREAS, the City operates a utility system which consists <br />of water and sewer services; and <br /> <br />; <br />i " <br />, <br />! <br /> <br />WHEREAS, the purpose of the utility system is to provide for <br />the public benefit: and <br /> <br />l. <br /> <br />WHEREAS, the public benefit is best served if the users of the <br />utility system pay for the cost of the services: and <br /> <br />WHEREAS, in financing the utility system with user charges, <br />such charges must be set so as to provide for equity between <br />users, reasonableness, efficiency and solvency of the services; <br />and <br />I: <br /> <br />WHEREAS, the Financial Policy Advisory Board has determined <br />that to meet the above state purposes the policy for water and <br />sewer usage charges shall be as stated below: <br /> <br />NOW, THEREFORE BE IT RESOLVED THAT: <br /> <br />1. The Water and Sewer Utility Fund shall be classified as an <br />enterprise fund and users of the services shall be charged at a <br />rate adequate to cover the cost of providing the services. <br /> <br />2. The Utility Fund shall be segregated into a Water Service <br />and a Sewer Service. <br /> <br />3. Owing to consumption patterns, the City recognizes various <br />;1 classifications of utility users. For this purpose, there shall <br />be at least 10 classifications with each class containing 10% of <br />total consumption. If the number of classifications increases, <br />then the percentage shall change accordingly. <br /> <br />4. The infrastructure shall be defined as the entirety of the <br />utility delivery system including mains. <br /> <br />10 <br />
