Wyffels, Director of Public Works GM..v <br /> <br />CITY MANAGER'S APPROVAL: <br /> <br />No comments to su lement this re 0 <br /> <br /> <br />Comments attached <br /> <br />Recommendation: Enter into a Holddown and Stockpiling Agreement between the City of New <br />Brighton and Rottlund Company, Inc. and Sherman Associates, Inc. <br /> <br />Legislative History: The City and Rottlund entered into a Amended and Restated Contract for Private <br />Redevelopment dated December 12, 2005, and as amended by the First Amendment thereto to be <br />considered tonight. As part of this contract, the City is currently grading Tract I to accommodate utilities <br />and roads to be installed by the City and the improvements to be constructed by the Redevelopers. <br /> <br />. <br /> <br />Financial Impact: This year's project (Tract 1) has an excess of approximately 110,000 cubic yards of <br />material. The second phase of next year's project (Tract 2) requires an estimated 200,000 cubic yards of <br />material. It is common practice to balance the grading on-site and only import off-site material as <br />required. Some of the material salvaged from grading operations will be stockpiled on-site. The <br />remainder of the excess material in Tract 1 is located in holddown areas (the basements) of each building. <br />This agreement will allow the City to remove the excess material from the holddown areas as well as <br />provide a stockpile location for use in Tract 2 or future grading elsewhere. <br /> <br />By balancing the dirt across the two tracts in accordance with the agreement, the City will save an <br />estimated $660,000. This savings is realized by reusing 110,000 cubic yards of on-site material at an <br />estimated cost of $2.00 per cubic yard versus importing material at a projected cost of $8.00 per cubic <br />yard. <br /> <br />Explanation: Once the land is sold to the Redevelopers, an agreement is necessary to detail conditions <br />for the excess material located in the holddown and stockpile areas. This agreement provides for two <br />basic conditions. First, this is a cooperative agreement to allow the City to access and remove material <br />from the Redeveloper's holddown areas. The Redevelopers prefer not to haul the excess dirt from the <br />holddown areas to an off-site disposal area since the City already has a need to access their site and reuse <br />this material in Tract 2. It also outlines the procedures that will be followed if the excess material is <br />unable to be reused by the City. Second, this agreement allows the City to stockpile up to 60,000 cubic <br />yards of excess material on land that will be owned by Rottlund.
