<br /> <br /> Report Number: <br /> N Agenda Section: <br /> BRIGHTON Report Date August 17, 2006 <br /> the city that works for you Council Meeting Date August 22, 2006 <br /> <br /> • REQUEST FOR COUNCIL CONSIDERATION <br /> <br /> ITEM DESCRIPTION: CONSIDERATION OF APPROVAL OF CHANGE ORDER NO. 1 <br /> AND PARTIAL PAYMENT NO.3 FOR PROJECT 06-1, NWQ - PHASE I GRADING <br /> IMPROVEMENTS <br /> DEPARTMENT HEAD'S APPROVAL: G~/ <br /> <br /> CITY MANAGER'S APPROVAL: <br /> No comments to supplement this re o t ments attached <br /> <br /> Recommendation: To approve Change Order No. 1 in the amount of $404,630.68 and Partial Payment <br /> No. 3 in the amount of $427,183.04 for Project 06-1, NWQ - Phase I Grading Improvements. <br /> Legislative History: On March 15, 2006, the City Council approved the plans and specifications for City <br /> Project 06-1, Northwest Quadrant Redevelopment Phase I Grading Improvements and authorized the <br /> advertisement for bids at the same meeting. Bids were received for the project on April 19, 2006, and a <br /> contract was awarded to North Pine Aggregate, Inc. on April 25, 2006. This Change Order was discussed <br /> at a Council Work Session on July 11, 2006 and a Holddown and Stockpiling Agreement was approved at <br /> the August 8, 2006 Council Meeting. <br /> <br /> Financial Impact: The total amount of Change Order No. 1 is $404,630.68. Please refer to the <br /> attached Change Order No. 1 and Payment Voucher No. 3 for details. <br /> Explanation: The provisions of the contract with North Pine Aggregate specifies that the City makes a <br /> partial payment to the contractor at lease once each month at regular intervals on the basis of the work <br /> performed during that preceding month. This partial payment shall not exceed 95 percent of the value of <br /> the certified estimate. <br /> <br /> The Change Order is broken down into five items. The first three items are all related to additional <br /> common excavation. At total of 68,849 cubic yards of excavation at a cost of $1.32 per cubic yard was <br /> salvaged of which the majority was stockpiled on-site for reuse next year. This is expected to save <br /> approximately $400,000 since the earthwork will be reused on-site minimizing the costly importing of <br /> off-site granular material. <br /> The fourth item relates to the additional miscellaneous debris found on-site. Over 125 truck loads of <br /> material had to be specially disposed of. These items included appliances that we were unaware of as the <br /> time of the contract award <br /> <br /> The fifth item, which is the most costly, relates to the additional muck excavation located underneath the <br /> footprint of the Midwest Asphalt Stockpile. Due to the size and shape of the stockpile, we were only able <br /> to take a few soil borings around the pile during the geotechnical evaluation phase of the project. Based <br /> on a limited amount of soil information, we estimated that 20,000 cubic yards of muck would need to be <br /> removed. However, now that the stockpile has been removed, the estimated amount of muck has more <br /> than doubled. <br /> Costs and Funding: All costs for this project will be paid for from land sale proceeds. <br /> <br /> <br /> Grant( M.
