<br />I <br /> <br />I <br /> <br />I <br /> <br />COUNCIL PROCEEDINGS <br /> <br />CITY OF NEW BRIGHTON <br /> <br />Pursuant to notice thereof, a regular meeting of the New Brighton City Council was held Tuesday, January 23, 1996, at <br />7:35 p.m. in the municipal building, 803 Fifth Avenue NW. <br /> <br />Present: <br /> <br />Mayor Benke, Councilmembers Gunderman, Larson, and Williams (arrived 7:40 p.m.) <br /> <br />Also Present: <br /> <br />Matthew Fulton, City Manager <br />Barbara Jeanetta, Assistant to the City Manager <br />John Kelley, Police Chief <br />Charlie LeFevere, City Attorney <br />Erny Mattila, City Planner <br /> <br />Absent: <br /> <br />Councilmember Samuelson <br /> <br />Council A~enda <br /> <br />Council A~enda <br /> <br />Motion by Larson, seconded by Gunderman, to APPROVE THE COUNCIL <br />AGENDA. <br /> <br />3 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Minutes <br /> <br />Council Minutes <br /> <br />Motion by Gunderman, seconded by Larson, to WAIVE THE READING AND <br />APPROVE THE JANUARY 9, 1996, COUNCIL MEETING MINUTES. <br /> <br />3 Ayes - 0 Nayes, Motion Carried. <br /> <br />Commi!;!;ion Minutes <br /> <br />Commi!;sion Minutes <br /> <br />Mayor Benke, with Council consent, received the minutes of the Economic <br />Development Commission - December 12, 1995; Planning Commission - November 21, <br />1995; and the Housing Committee - December 20, 1995. <br /> <br />Council member Williams arrives. <br /> <br />State of the City <br /> <br />Special Order of Busines!; - 1996 State of the City Address <br /> <br />Good evening! I would like to begin my 1996 State of the City address this year with a heartfelt THANK YOU! Thank <br />you to the residents of New Brighton for your continued hard work on behalf of our City. Thanks to the Council and staff <br />for your contributions to New Brighton. With all that we have on our agenda, there is no way we can maintain the <br />successes we've enjoyed without your support. Thanks, also, to all of my friends and neighbors for your continued <br />encouragement and support in the November election. <br /> <br />I wanted to begin with these thank you's because the first part of this address needs a positive context and because my <br />remarks are somewhat different from my previous State of The City addresses. Before talking about the many positive <br />things happening in New Brighton, I want to spend a few minutes commenting on issues that surround us and affect us in <br />many ways that we hardly recognize. They dramatically impact the way that I serve as Mayor and the Council and statt' <br />work with me on your behalf. I want to comment on our future, both as citizens of New Brighton and as citizens of a great <br />nation. <br /> <br />If we were to believe everything we read in the newspapers or hear on television, we might assume that the sky will fall <br />and we will go to Hades in a hand basket, perhaps as early as tomorrow morning. I DON'T BUY IT! <br />
