<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />January 23, 1996 <br /> <br />Page 9 <br /> <br />Council Business. continued <br /> <br />Staffing and Resources: Police and Fire personnel will playa visible role in the <br />community to prevent, respond, and investigate crime and medical emergencies to <br />assure the safety of themselves and those involved. Results expected: Determine <br />appropriate number of officers on each shift; ensure volunteer Fire Department is able <br />to provide services; local businesses understand the value of allowing employees to <br />participate in fIre calls; train staff to respond to human rights violations; and <br />recruitment of members for prevention and communication functions. <br /> <br />Management: Public safety management and administration will include regular two <br />way communication from citizens, businesses, and officers that assist to streamline its <br />processes, delegate taSks to the most efficient level, and eliminate paperwork and <br />assignments that do not contribute toward goal accomplishment. The Public Safety <br />Departments will be managed professionally with high ethical standards on the part of <br />all municipal personnel and consideration and respect to the personal and property <br />rights and expectations of residents, businesses, and visitors. Results expected: utilize <br />technology to streamline public safety issues; adequate two way communication <br />throughout the organization and community; focus on crime prevention; update <br />municipal codes and ordinances; analyze equipment and operational needs; and develop <br />budget to allow to move forward to ensure tinancial accountability. <br /> <br />Prevention: Residents, businesses, and visitors feel safe and are engaged in, activities, <br />and behaviors that prevent crime, fIres, and accidents. Results expected: neighborhood <br />crime prevention block clubs; Crime Free Multi-Housing; improved traffic flow and <br />reduce accidents; distribution of information on safe and unsafe businesses and <br />neighborhoods; review building codes; work with youths to keep from behavior that <br />leads to criminal acts; and development of an evaluation tool to review prevention <br />efforts. <br /> <br />Communication: New Brighton residents, businesses, and visitors are well informed of <br />the incidence, results, and trends, of public safety issues. Results expected: public <br />safety education; preventing tires; publication of annual report on public safety goals; <br />establishment of Public Safety Commission; and working with victims. <br /> <br />Regionalization: New Brighton Police and Fire Departments are considered strong and <br />effective local departments which take leadership roles in regionalizing services and <br />equipment. Results expected: sharing of expensive pieces of fire equipment; regional <br />records management, GIS, and dispatching systems. <br /> <br />Fulton confirmed that all focus group participants received a copy of the summary. <br />Jeanetta has not received any feedback or comments from the summary mailing. Fulton <br />believes the vision has been accepted and the real challenge is conversion of the vision <br />into an action plan. The most critical area is adequate staffmg. <br /> <br />Williams asked how can we ensure the vision does not get lost in the shuffle and what is <br />the incentive for accomplishing the vision. Fulton said the implementation of the <br />elements will be the major component of the department work plan, and will be <br />monitored monthly by the Public Safety Commission. Williams supports the effort, but <br />does not want it to go unimplemented. Fulton said the Police Department Management <br />team will identify actions and recommendations to incorporate into an action plan. This <br />will be part of the fIve-year plan and would impact operations as well as the budget. <br />Benke confIrmed that staff direction is to frame future workplans to achieve results. <br /> <br />Council Business <br /> <br />Public Safety Vision <br />Statement <br />Report 96-028 <br />
