<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />January 9, 1996 <br /> <br />Page 5 <br /> <br />Council Business. continued <br /> <br />If Council incorporated Social Services, removal of Neighborhood Revitalization should <br />not impact neighborhood investment if Rehabilitation of Owner-occupied Single Family <br />Homes and Rehabilitation of Rental Property were left intact. <br /> <br />Larson supports Samuelson and feels comfortable in removing Neighborhood <br />Revitalization if those issues were addressed in the rehabilitation of single family homes <br />and rental property. <br /> <br />Gunderman asked when the Point of Sale Inspection Program will be addressed. Fulton <br />said the Point of Sale Program is being reviewed by the City's Housing Committee and <br />will be ready for presentation to the Council later this year. <br /> <br />Williams asked the amount of funds available. Fulton said there is about $300,000- <br />400,000 available which will be shared by all County communities. Williams agrees <br />with Samuelson and suggested omission of Removal of Dilapidated Structures. He feels <br />structure removal could be very expensive and should be addressed by the respective <br />city. He supports the inclusion of Social Services and Neighborhood Revitalization. <br />Samuelson and Larson support Williams' proposal. Samuelson said it may be difl1cult to <br />receive CDBG funding for items which are not physical structures, but noted the need to <br />focus on Social Services and Job Creation. Williams suggested the following ranking: <br />Social Services, Rehabilitation of Owner-occupied Single Family Homes, Job Creation, <br />Neighborhood Revitalization, and Rehabilitation of Rental Property. <br /> <br />Motion by Samuelson, seconded by Larson, to ENDORSE THE CITY OF NEW <br />BRIGHTON'S TOP PRIORITIES FOR THE 1996 RAMSEY COUNTY <br />COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING PRIORITIZED <br />AND RANKED BY MOST IMPORTANCE IN THE FOLLOWING ORDER: <br />PROVISION OF NEW/EXPANDED SOCIAL SERVICES, REHABILITATION <br />OF OWNER-OCCUPIED SINGLE FAMILY HOMES, JOB CREATION, <br />NEIGHBORHOOD REVITALIZATION, AND REHABILITATION OF RENTAL <br />PROPERTY. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Announcements and lJpdates <br /> <br />NWYFS will conduct an open house of their new facility on January 11. <br /> <br />Prior to the meeting, Councilmembers Gunderman and Larson were sworn in. <br /> <br />Adiournment <br /> <br />Motion by_ Williams, seconded by Larson, to ADJOURN THE MEETING. <br /> <br />4 Ayes -0 NayeS, Motion Carried. <br /> <br /> <br />Meeting was adjourned at 8:03 p.m. <br /> <br /> <br />ATTEST: <br /> <br />Council Business <br /> <br />CDBG Priorities <br />Report 96-013 <br /> <br />Announcement and <br />Updates <br /> <br />NWYFS Open House <br /> <br />CounciImembers sworn <br /> <br />Adiournment <br />
