This <br />change means that two barber shops or beauty salons which provide massage could be <br />located next door to each other. <br /> <br />Fulton noted that Debra Erickson's personal license to perform massage has been <br />approved. <br /> <br />Motion by Samuelson, seconded by Larson, to WAIVE THE FIRST AND SECOND <br />READINGS, ORDER THE PUBLICATION, AND ADOPT THE ORDINANCE <br />AMENDING THE CITY'S MASSAGE ORDINANCE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Fulton presented the Housing Goals for the Metropolitan Liveable Communities Act. <br /> <br />In October, Council approved the City's intent to participate in the program. Based on <br />the schedule, the City will need to indicate its housing goals by December 14. <br />Essentially, the goals relate to Affordable - Ownership and Life-Cycle - Owner/Renter <br />Mix categories. It is unlikely the City will ever meet the 77% affordable benchmark <br />estimated by Metropolitan Council. Because of this, staff proposes a goal of 71 % (300 <br />additional affordable owner-occupied units) for this category. If these 300 additional <br />affordable owner-occupied units come from existing rental units being converted to <br />affordable owner-occupied units, then the Life-Cycle Owner/Renter Mix benchmark goal <br />is met. Met Council is satisfied with these benchmark levels. <br /> <br />Motion by Larson, seconded by Samuelson, to WAIVE THE READING AND ADOPT <br />THE HOUSING GOALS AGREEMENT FOR THE METROPOLITAN <br />LIVEABLE COMMUNITIES ACT. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Announcement'l and Updates <br /> <br />The December 26 Council Meeting has been rescheduled to December 19.
