<br />I <br /> <br />I <br /> <br />I <br /> <br />Budget Hearing Minutes <br />December 7, 1995 <br /> <br />Page 5 <br /> <br />Bud~et Hearhli". continued <br /> <br />Dennis Guldan, 563 - 17th Ave. NW, attended the Budget sessions and noted the <br />tremendous work performed by staff and Council. <br /> <br />Williams noted that even through taxes have increased over the years, Council and staff <br />have tried to minimize the peaks and valleys by scheduling capital projects like street <br />reconstructions, fleet replacements, and seal coating. <br /> <br />Benke noted the initial budget showed a need for an increase of 18 %, but over the <br />months staff and Council were able to reduce that amount to 4 % . <br /> <br />Orv Krause, 1252 - 12th Ave. NW, thanked staff and Council and noted the need for <br />residents to speak to their legislators to revamp the valuation process. Benke agrees that <br />there is a fundamental need to restructure the tax system. Williams noted that some <br />states are going with sales tax revenues instead of property taxes. <br /> <br />Joe Leon asked if a five-year projection has been created to determine at what point will <br />the FSC be self-supporting. Fulton envisions that information will come out of the <br />service/staffmg study which will review the fee structure and operations. Benke <br />personally would like to see the FSC at 100% self-supporting. He noted that the FSC <br />has become more popular with area businesses and sees many opportunities for <br />additional revenue. <br /> <br />Egan noted that the final adoption of the Annual Budget and Certitication of the Tax <br />Levy will occur on December 19 at 7:30 p.m. in the Council Chambers. <br /> <br />There were no other comments from the audience. <br /> <br />Motion by Gunderman, seconded by Williams, to CLOSE THE PUBLIC HEARING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Hearing was closed at 8:56 p.m. <br /> <br />Adiournment <br /> <br />Motion by Gunderman, seconded by Williams, to ADJOURN THE MEETING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Meeting was adjourned at 8:57 p.m. <br /> <br />R~~A~- <br /> <br />A T'fEST:>-- <br /> <br /> <br />Public HeariIW <br /> <br />Truth in Taxation <br />Report 95-229 <br />
