<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />November 28, 1995 <br /> <br />Page 6 <br /> <br />Council Business. continued <br /> <br />Motion by Larson, seconded by Samuelson, to INITIA TE CONSIDERATION OF <br />THE REZONING AND DIRECT STAFF TO SCHEDULE A PUBLIC <br />HEARING FOR THE DECEMBER 19, 1995, PLANNING COMMISSION <br />MEETING. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Mattila presented the special use permit to install a clay cap over a portion of the <br />Moore property, U.S. Army Railroad ROWand the old Herbst landfill site, north <br />of Long Lake Park. <br /> <br />The applicant, Belair Builders, proposes to cap the 14-acre site former demolition <br />landfill site which will prevent the area from leaching into the aquifer. The MPCA <br />would like to see a minimum two ft. thick clay cap over the landfill. About 50,000 <br />cubic yards of clay soil will be brought into the area. <br /> <br />Staff added to the conditions of approval that within six months of the completion of <br />the landfill cap, a landscape screen will be installed at the western boundary. The <br />capping project will be completed on or before December 31, 2000. <br /> <br />Mike Murlawski, Belair, said the MPCA and other agencies have required the use <br />of clay and bituminous material to make sure that runoff is adequately controlled. <br />Williams asked if the impact from weathering elements could erode the clay cap. <br />Murlawski said that in some areas the cap would be as thick as 10 ft., and the <br />drainage system involves a filtration system which will handle runoff correctly. <br />Mattila confirmed that the MPCA and the Rice Creek Watershed District have <br />approved the materials and cap thickness. Williams asked if the filtration system <br />would need periodic cleaning. Murlawski confirmed that it is Belair's responsibility <br />for periodic maintenance. Williams requested that a notation referring to periodic <br />maintenance be added as a condition of approval. Mattila would add this notation to <br />the special use permit. <br /> <br />Gunderman asked if the surface materials can sufficiently handle environmental <br />changes that a drought year could create. Murlawski said the materials used are <br />dustless and provide a dust preventive surface. <br /> <br />Motion by Larson, seconded by Samuelson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION RECOMMENDING APPROVAL OF SP-189; <br />AND THE INCLUSION OF A CONDITION OF APPROVAL WmCH <br />RELA TES TO THE PERIODIC MAINTENANCE OF THE FIL TRA TION <br />SYSTEM. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Mattila presented the site plan review to construct a 336 sq. ft. equipment building <br />which would serve the accompanying 125 ft. high cellular antennae.
