<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />May 9, 1995 <br /> <br />Page 5 <br /> <br />Council Business. continued <br /> <br />In December, Council authorized staff to apply for two police officer positions <br />through the COPS FAST program. Staff received preliminary approval for one <br />position. COPS FAST will pay up to 75 % or $75,000 of an officer's three-year <br />salary and fringe costs. Staff estimates a three-year cost of $129,274. COPS FAST <br />will pay $75,000, and the City cost will be $54,274. The 1994 budget contains funds <br />to hire two officers depending on the outcome of the visioning process. It is very <br />likely that staff will recommend one additional officer and there is opportunity to <br />retain someone in the department for this position. <br /> <br />Benke asked if the project's funding could be jeopardized by Federal Government <br />budget cuts. To the best of staff knowledge this grant is virtually a certainty. If the <br />funding were removed, Fulton said the budget could adequately handle two half <br />positions for 6 months and appropriate budget decisions would be made in 1996. <br /> <br />Motion by Gunderman, seconded by Williams, to AUTHORIZE THE CITY <br />MANAGER AND POLICE CHIEF TO CONTINUE WITH THE COPS FAST <br />GRANT PROCESS AND INITIATE THE SELECTION/mRING PROCESS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />City Engineer Les Proper presented plans and specifications for the Street <br />Reconstruction Project 95-3 and authorization to advertise for bids. <br /> <br />The estimated construction cost would be $863,600. The project includes portions <br />of: Erin Court, Long Lake Court, Mississippi Circle, Mounds Ave., Oriole Ave., <br />Rainbow Ave., Thorndale Ave., Valley View lane, Violet Lane, and Violet Court. <br />Staff proposes a bid opening date of June 8 and bid award on June 13. <br /> <br />Fulton feels the bidding process should be initiated and any issues pertaining to a <br />property tax freeze will be addressed if the need arises. Proper said staff continues to <br />address homeowner concerns and does not see any issues which cannot be resolved. <br /> <br />Motion by Larson, seconded by Williams, to APPROVE THE PLANS AND <br />SPECIFICATION FOR STREET RECONSTRUCTION PROJECT 95-3 AND <br />AUTHORIZE THE ADVERTISEMENT FOR BIDS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Proper presented the grading and erosion control plan for the City driving range. <br /> <br />When the City acquired the site, Shafer Contracting was filling the site with excess <br />soil from a MnDOT project. Because of this, the site became higher than adjacent <br />land and altered the drainage pattern. Storm water ran off causing erosion and <br />flooding the adjacent Dahlke Trailer property. Shafer settled with the City for <br />$27,500. Proper felt the City needed to rectify the situation, and met with Dahlke to <br />develop a swale between the properties and construct a retention pond. Frattalone <br />Excavating submitted a quote of $19,725 for the work.
