<br />I <br /> <br />I <br /> <br />I <br /> <br />City Council Minutes <br />March 28, 1995 <br /> <br />Page 4 <br /> <br />Council Business. continued <br /> <br />Motion by Williams, seconded by Gunderman, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION AUTHORIZING ISSUANCE OF HOUSING <br />REVENUE BONDS FOR THE POLYNESIAN VILLAGE APARTMENTS. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />City Planner Erny Mattila presented the request to locate a cellular phone equipment <br />building next to City Well House No. 10 and the water tower adjacent to Jones <br />Lake. <br /> <br />The applicant, U.S. West, proposes to install a 12' x 24' prefabricated building on <br />the Well House No. 10 site next to the City water tower. The building would house <br />all necessary equipment to operate cellular antennas mounted on the water tower. <br />The proposed building would comply with all 1-1 district standards and would be <br />partially screened from the apartments to the west by the existing well house, trees, <br />and apartment garages. The City Engineer has approved the location. <br /> <br />Jay Little john, U.S. West attorney, showed a slide of the City of Minnetonka water <br />tower which currently has similar antennas attached. Williams confirmed that the <br />New Brighton proposal involves 3 sets of antennas or a total of 12 panels to be <br />mounted on the water tower. <br /> <br />Motion by Larson, seconded by Gunderman, to APPROVE LP-301, SUBJECT <br />TO THE FOLLOWING CONDITION: <br />1. CONTINUING COMPLIANCE WITH ALL 1-1 DISTRICT AND <br />PERFORMANCE STANDARDS. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Mattila presented for consideration a request to construct a church in a B-3 district. <br /> <br />The property is zoned B-3, General Business, and is located on Silver Lake Road, <br />South of 3rd Street NW and North of County Road E. The parcel contains one lot <br />of a two lot commercial area. The applicant, Jehovah Witness Northeast <br />Congregation, proposes a 4,850 sq. ft. church building. The proposal complies <br />with B-3 district and parking standards, although it would be a special use in a B-3 <br />district and requires five standards of the special use permit be complied. The <br />Planning Commission recommends approval of the project. The City Attorney has <br />outlined the requirements in the City Code relating to liquor establishments and the <br />special use standards as applied to this situation. <br /> <br />Benke asked for a review of the neighboring parcels. Mattila explained that to the <br />north there is an apartment complex, east is a townhouse development, west is the <br />Wexford Heights residential area and a vacant five acre parcel, the south has a <br />vacant parcel, and further south is the Silverwoods office development. Benke <br />asked if the vacant parcel will remain usable after this development. Mattila said <br />any proposal would need to comply with setback standards. Upon review of the <br />grading/drainage plan, Williams asked if there would be adequate water storage on <br />the site because it appears the parking lot drainage would travel to the back of the <br />property and down the hill and possibly into neighboring properties.
