<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />February 28, 1995 <br /> <br />Page 3 <br /> <br />Council Business. continued <br /> <br />City Manager Matthew Fulton presented the amendment to the fee register regarding <br />Pawnbrokers and Secondhand Dealers. <br /> <br />Council approved Ordinance 594 in April 1993 which dealt with the licensing of <br />pawnbrokers and secondhand dealers. One of the requirements of that ordinance <br />was the establishment of license and investigation fees. This issue has remained <br />dormant due to lack of necessity. <br /> <br />Fulton explained the League of Minnesota Cities survey which illustrates a variety <br />of fees associated with this business type. In general, fees are tied to the expected <br />level of service and that City's cost to provide that service. <br /> <br />New Brighton's cost estimate would be about one hour per day which equates to <br />$4,000 annually. Pawnbrokers need to comply with all municipal codes and a <br />formal public hearing process would be held with a 10 day publication requirement. <br />These requirements provide the Council with the opportunity to look at the <br />applicant's background and licensing and investigation fees. <br /> <br />Motion by Gunderman, seconded by Williams, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION EST ABLISIDNG FEES FOR PAWNBROKERS <br />AND SECONDHAND GOODS DEALERS LICENSES AND INVESTIGATION <br />FEES FOR THESE OCCUPATIONS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Announcements and Updates <br /> <br />The 1995 League of Minnesota Cities conference will be held March 30. <br /> <br />Benke will be unable to attend the March 14 Council Meeting due to the NLC <br />Conference. In addition, Gunderman will not be at the March 14 meeting. <br />Samuelson, Williams, and Larson noted their intent to attend the meeting. Because <br />three Council members constitute a quorum, any items requiring a 4/5 vote will be <br />deferred to March 28. If the agenda appears light, Benke suggested any issues be <br />presented on March 28. <br /> <br />Fulton anticipates that New Brighton businesses should receive their Business <br />Retention Surveys by mid-March. <br /> <br />Staff, Chamber representatives, and a subcommittee of the Public Policy <br />Commission will meet on March 3 to discuss a recommended approach for an <br />overall Leadership Program.
