I

I

I

Council Meeting Minutes
February 14, 1995

Page 3

Special Order of Business. continued

2. Implementation of a visioning process for our Police Department. Building
on our ongoing planning process and the department's mission statement
crafted in 1991, we'll be addressing concerns about crime and safety and
how best to structure our responsibilities while emphasizing prevention.
3. Family Service Center program implementation. The Center will be just a
building without people and programs. We'll be working with MVSD 621
and our other partners to gear up and fine tune management and operations.
I hope we can build on existing programs and enlist the support of our
church congregations and others in addressing our community needs and
opportunities.
4. Continued focus on redevelopment. We've already shifted attention from
downtown to the north of 1-694 and to Rice Creek Center. Business
retention will be a priority. We hope to have more success stories like
Medical Devices with local businesses prospering and growing without
leaving New Brighton.
5. Senior Center Plan completion. We've been frustrated by the complicated
process of negotiation and coordination involved in meeting the needs of our
seniors. Our intent is to resolve the issue as early in 1995 as possible so
that we can move forward.
6. Silver Lake Road Reconstruction: After many years of discussion, work
will begin in 1995 on the north end with completion in the south @ 1996.
The result will be a safer and more scenic "main street" .
7. Accountability: We've won national awards for the quality of our budget
and financial reports. But, we are in need of "benchmarks" that you can use
to evaluate the quality of service you receive. It will be interesting to learn
what you feel it takes to earn an A + on our report card.

In closing, I want to thank the many volunteers on our advisory boards and
commissions and the community organizations for helping make New Brighton a
friendlier place. I thank the City staff, too, for their part in our success. We hope
we can continue to focus on the concerns for safety and quality services at
affordable costs. We ask for your support, your ideas, your questions and your
energy. New Brighton is a special place. I'm proud to have the honor to serve as
your Mayor. I join the Council in assuring you that we will not turn away from the
cooperation and teamwork that helps make New Brighton a City that works for all
of us. Thank You.

New Brighton Chamber President Curt Ackerman and Executive Director Jim Beran
presented a $11,000 donation to be used towards the Family Service Center. City
Manager Matt Fulton thanked the Chamber for their very generous donation.

Motion by Gunderman, seconded by Larson, to WAIVE THE READING AND
ADOPT THE RESOLUTION ACCEPTING AN $11,000 DONATION FROM
THE NEW BRIGHTON CHAMBER OF COMMERCE.

5 Ayes - 0 Nayes, Motion Carried.

Consent Allenda

Benke requested Report 95-018, Purchase of new City vehicles, be moved to the
Council Business agenda.

Soecial Order of
Business

Mayor's State of the
City Address

Chamber Donation
Report 95-016
Resolution 95-010

Consent A2:enda

City Vehicle Purchase
Report 95-018
