The applicant <br />will appear before Council with final resolution in the next 30-45 days. <br /> <br />Williams questioned why the State did not approve the $16.28 million request. <br />Wacker explained that the original bond amount was determined at an maximum <br />amount and the applicant did receive the amount needed for the rehabilitation. <br /> <br />Motion by Williams, seconded by Samuelson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION APPROVING AN AMENDED HOUSING <br />PROGRAM FOR ISSUANCE OF HOUSING REVENUE BONDS FOR <br />POL YNESIAN VILLAGE APARTMENTS. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />City Planner Erny Mattila presented the site plan review, special use permit, setback <br />variance and nonconforming use permit for Tom Thumb, 615~-6th Ave. NW. <br /> <br />The applicant proposes to construct a canopy over two new gasoline pump islands, <br />expand the existing parking lot, and construct a new walk area. The canopy <br />requires a 6 ft. setback variance; the parking lot requires a non-conforming use <br />permit; and a special use permit is needed for gasoline sales. The 6th Ave. front <br />property line causes the site to not meet the required 30 ft. front yard setback. Only <br />a small section of the canopy would violate the setback requirement. The applicant <br />feels the addition of gas sales could increase the customer count by 15%. <br /> <br />Samuelson noted an adjacent home which appears landlocked by the store, and asked <br />if this proposal would interfere with access to that property. Mattila confirmed that <br />the homeowner has an access agreement which will continue after the project is <br />complete. The Planning Commission recommends approval of the project. <br /> <br />Mike Eicher, 11303 Excelsior Blvd and employee of Pump and Meter Service, is <br />involved in the installation of the gas canopy. He contacted the Rice Creek <br />Watershed District (RCWD) in regards to required permits. RCWD found the site <br />plan does not require a permit and will provide a letter of confirmation. Tom <br />Thumb will work with the City Forester to develop a landscape plan. <br /> <br />Williams questioned at the recent Planning Commission meeting and reiterates his <br />concern of the site plan's traffic circulation. He feels there is a high probability for <br />accidents to occur when cars entering the east entrance to fuel will need to maneuver <br />very closely to the rearends of cars parked in stalls 1~7. He cautioned that this site <br />plan does not adequately provide for traffic circulation. Eicher said the turning <br />radius analysis was based on MNDOT templates and does not deny there could be <br />conflicts, but does not perceive a problem with the site plan.
