Recently, staff discussed the possibility of New
Brighton joining these communities in conducting a comprehensive and universal
business retention study. Fulton feels there is a variety of benefits the City could
derived from by participating in the study. One concept relates to contracting with
the Chamber of Commerce for the implementation of the business retention study.

Joseph Strauss, President of Community Resource Partnerships, explained that four
years ago the cities of Blaine, Brooklyn Center, Brooklyn Park, New Hope, and
most recently Mounds View approached with interest of business retention
knowledge. Thejr interest was to determine knowledge of businesses located in their
cities and fostering a relationship between the City and local businesses. The
project pulls together five partnerships: the City, Chamber of Commerce, business
community, community and technical colleges, and the State of Minnesota. The
five partnerships work together to determine the business community's needs. The
process begins with an invitation from the City to the business community and
includes a detailed survey. After receiving the completed survey, a survey
consultant contacts the business and sets up an appointment to review the survey
with the business and focus on specific issues. The survey generates about 300-500
bits of information per business which is entered into a database.

Consent A1!enda I
Purchase of Dump
Truck
Report 95-006
Reapport. of Assess.
Report 95-007
Resolution 95-004
Med.
