The City would pay for electrical power, sign <br />painting, maintenance of emergency vehicle pre-emption equipment, and a portion <br />of the cost for street lights on the signal poles. The Council will review the bids <br />sometime early 1995. <br /> <br />Gunderman referred to an item where the County would not perform construction <br />without permission of the property owner. Proper said the County has acquired <br />right-of-way and remaining parcels have been put into eminent domain, also right- <br />of-way trespass waivers will be initiated. Gunderman confirmed that any emergency <br />vehicle is allowed access to the 5th St. Emergency Vehic1e Preemption System. <br /> <br />Williams arrived at 8:07 p.m. <br /> <br />Motion by Larson, seconded by Gunderman, to APPROVE THE COOPERATIVE <br />AGREEMENT WITH RAMSEY COUNTY; WAIVE THE READING AND <br />ADOPT THE RESOLUTION APPROVING THE USE OF MSA FUNDS ON <br />THE SILVER LAKE ROAD RECONSTRUCTION PROJECT; AND <br />APPROVE THE AGREEMENT FOR MAINTENANCE OF TRAFFIC <br />CONTROL SIGNALS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Benke noted the need to arrange for the review of the construction staging plans and <br />the impact to various neighborhoods. Staff will advise of the date for this meeting. <br />Williams noted the importance of Silver Lake Road and it being the spinal column <br />of New Brighton and its residents. <br /> <br />Fulton presented the Advisory Commissions Reorganization Ordinance. <br /> <br />Earlier this year, Council initiated the process for review of the reorganization of <br />the City's nine advisory commissions. The review has been completed and staff <br />asks for Council's consideration of the amended ordinance. <br /> <br />Gunderman prefers that Section 2-60, Removal, be amended to read "Any member <br />of a commission may be removed from office by a majority vote of the City <br />Council". Thomson said an amendment is strictly the decision of the Council. <br /> <br />Motion by Gunderman, seconded by Larson, to CHANGE SECTION 2.60, <br />REMOVAL, OF PROPOSED ORDINANCE AMENDING CITY CODE <br />RELATING TO MUNICIPAL ADVISORY BOARDS AND COMMISSIONS-lN <br />TIlE CITY OF NEW BRIGHTON. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Motion by Gunderman, seconded by Williams, to WAIVE THE FIRST AND <br />SECOND READING AND APPROVE AN ORDINANCE RELATING TO <br />MUNICIPAL ADVISORY BOARDS AND COMMISSIONS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Business <br /> <br />Agreements for <br />Reconstruction of <br />Silver Lake Road <br />Report 94-295 <br /> <br />Advisory Committee <br />Reorganization <br />Report 94-296 <br />
