The City would pay for electrical power, sign painting, maintenance of emergency vehicle pre-emption equipment, and a portion of the cost for street lights on the signal poles. The Council will review the bids sometime early 1995. Gunderman referred to an item where the County would not perform construction without permission of the property owner. Proper said the County has acquired right-of-way and remaining parcels have been put into eminent domain, also right- of-way trespass waivers will be initiated. Gunderman confirmed that any emergency vehicle is allowed access to the 5th St. Emergency Vehic1e Preemption System. Williams arrived at 8:07 p.m. Motion by Larson, seconded by Gunderman, to APPROVE THE COOPERATIVE AGREEMENT WITH RAMSEY COUNTY; WAIVE THE READING AND ADOPT THE RESOLUTION APPROVING THE USE OF MSA FUNDS ON THE SILVER LAKE ROAD RECONSTRUCTION PROJECT; AND APPROVE THE AGREEMENT FOR MAINTENANCE OF TRAFFIC CONTROL SIGNALS. 5 Ayes - 0 Nayes, Motion Carried. Benke noted the need to arrange for the review of the construction staging plans and the impact to various neighborhoods. Staff will advise of the date for this meeting. Williams noted the importance of Silver Lake Road and it being the spinal column of New Brighton and its residents. Fulton presented the Advisory Commissions Reorganization Ordinance. Earlier this year, Council initiated the process for review of the reorganization of the City's nine advisory commissions. The review has been completed and staff asks for Council's consideration of the amended ordinance. Gunderman prefers that Section 2-60, Removal, be amended to read "Any member of a commission may be removed from office by a majority vote of the City Council". Thomson said an amendment is strictly the decision of the Council. Motion by Gunderman, seconded by Larson, to CHANGE SECTION 2.60, REMOVAL, OF PROPOSED ORDINANCE AMENDING CITY CODE RELATING TO MUNICIPAL ADVISORY BOARDS AND COMMISSIONS-lN TIlE CITY OF NEW BRIGHTON. 5 Ayes - 0 Nayes, Motion Carried.
