He had the opportunity to discuss the utility <br />plan with the New Brighton Chamber of Commerce Board through his govermental <br />activities report and the Windsor Green Homeowner Association. Also, there have <br />been many public informational meetings for interested residents to attend. <br /> <br />Staff continues to believe that this is the most equitable way for allocating the cost to <br />maintain the municipal stormwater needs. This plan would spread out those costs <br />most equitably and provide the opportunity to deal with the City's stormwater <br />requirements in the most responsible way. <br /> <br />The process started more than a year ago and the intent of the study is to correct <br />and eliminate problems associated with stormwater needs. Staff determined the <br />anticipated reconstruction needs for the next five years. The fund will be fmancially <br />structured to accommodate those needs which have been determined at an annual <br />cost of $172,000. The proposal is limited to reconstruction costs for identified <br />projects, and would not include costs typically found in the General Fund. Council <br />annually reviews the rates established under the fund.
