<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />October 25, '1994 <br /> <br />Page 9 <br /> <br />Council Business. continued <br /> <br />Marjorie Meyer, 250 Windsor Lane, asked if the utility fund would reduce property <br />taxes. Benke said the fund is an alternative taxing district and will finance <br />anticipated projects with either general tax levy or utility funds. A project would be <br />paid by either increased property taxes or an utility fund. The utility fee would be <br />applied on the quarterly statement with water and sewer charges. Meyer asked if <br />churches pay a tax for stormwater improvements. Benke said churches pay the <br />initial building of a storm sewer, but do not contribute to property taxes. Under the <br />utility fund, churches would pay for maintenance. Fulton confirmed that churches <br />pay fees for water and sewer usage. <br /> <br />Benke requested the issue be deferred to the November 7 Council Meeting, and <br />encouraged residents to contact staff of concerns. He feels this proposal has merit, <br />but resident feedback is helpful. Olson noted the cost of the recent mailing was <br />$1,500. Gunderman would not be in favor of spending $1,500 for a mailing which <br />will not arrive before the next meeting. Benke said the New Brighton Bulletin and <br />~ newspapers could highlight the upcoming item on their front pages. <br /> <br />Motion by Gunderman, seconded by Samuelson, to DEFER CONSIDERATION <br />OF THE STORMWATER UTILITY FUND TO THE MONDAY, NOVEMBER <br />7,1994, COUNCIL MEETING. <br /> <br />3 Ayes - 0 Nayes, Motion Carried. <br /> <br />Announcements and Updates <br /> <br />Fulton attended the groundbreaking for Medical Devices. <br /> <br />The grand opening of the Remmelle building will be October 29. <br /> <br />Adjournment <br /> <br />Motion by Samuelson, seconded by Benke, to ADJOURN THE MEETING. <br /> <br />3 Ayes - 0 Nayes, Motion Carried. <br /> <br />Meeting was adjourned at 10:00 p.m. <br /> <br />-, <br />./ -.'. ./ <br />1..--.-".;7-... ....
