Williams suggested the need to schedule two jOint <br />meetings per year for the commissions to discuss upcoming issues. Council agreed <br />with Williams' suggestion. Samuelson noted the importance of a subcommittee to <br />address housing issues. Benke recommends that external membership of the <br />subcommittee be appointed by the Planning Commission Chair in concurrence with <br />Council. <br /> <br />Williams requested this subcommittee produce an annual report to Council which <br />explains the status of the City's housing issues. Jeanetta noted that the advisory <br />groups noted the need for annual reporting to Council. Williams suggested the <br />development of an annual joint meeting between all the commissions and Council. <br /> <br />Fulton said the new Parks, Recreation, and Natural Resources Commission will <br />include more than one staff liaison. Benke requested that one of the staff liaisons be <br />identified as lead liaison. <br /> <br />Benke noted reluctance in the recommended elimination of the Human Rights <br />Commission. During this transition period, he feels a multi-city Human Rights <br />Commission should be explored and include representatives from New Brighton. <br />Such representation would maintain the City's focus on human rights issues. Fulton <br />said the intent would be to incorporate the Human Rights Commission's <br />responsibilities into the Public Safety Commission which would then deal with the <br />reactive issues. It is the hope that the current Human Rights Commissioners would <br />become more involved on a regional level. Benke recognizes that the <br />recommendation states that the Human Rights Commission's role would be <br />continued on a broader agenda; but feels human rights issues need to be addressed <br />in a proactive manner. Fulton said it would be appropriate to include in the Public <br />Safety Commission's mission a strong statement referring to human rights issues. <br />Gunderman supports the multkity Human Rights Commission concept. <br /> <br />Benke commended the staff and commission representatives for their effort in the <br />development of this document.
