The site plan complies with all B-1 standards.

The building's main entrance will be on the west side or 9th Ave., and the off-street
parking lot located along 9th Ave. The total number of proposed parking stalls is
19, however, the applicant proposes to construct 10 stalls and agrees to construct the
remaining 9 stalls through a proof of parking agreement. The Planning Commission
recommends the parking lot be limited to 10 parking stalls.

The unique circumstance that creates a hardship for the applicant is the irregular
shape of the lot. This same hardship was recognized by Council in 1987 when a 5
ft. setback variance was granted for residential development.

Benke asked if staff received any input from the adjacent property owners. Mattila
confirmed that initial input from the neighbors was negative because they felt the use
would generate traffic, however, the townhouse proposal would have generated 20
daily traffic trips. Mattila feels any increase in traffic appears minimal because the
office would be closed evenings and weekends. Mattila feels the building would
serve as an excellent buffer from the office development located north of 10th St.

Consent Al!enda

I

Bid Award - 7th St.
Reconstruction &
PGAC Pipelines
Report 94-181

Stockyard Days
Agreement
Report 94-182

Eagles Temp.
