Council Meeting Minutes
August 9, 1994

Page 4

Council Business. continued

City Manager Matthew Fulton presented for consideration the change order for the
Family Service Center (FSC).

The FSC project is moving along very well and the tentative date for the formal
community opening will be December 16. The Park and Recreation Department
plans to move into the facility around Thanksgiving.

The proposed change orders are technical in nature, and as a result the remaining
contingency amount will stand at approximately $25,885. One of the change orders
relates to installation of exposed aggregate on the second floor's common floor
space corridor. That change would add $2,683 to the contract. It was felt that this
change in flooring would eliminate the likely occurrence of stains as a result from
the teen center traffic and concession stand area and require less long term
maintenance.

The second change order relates to the desire to partition the large meeting room on
the lower level. There appears to be a strong marketing demand to accommodate
small parties that might be tied into the indoor playground area. The partitions
would be removable and allow flexibility for smaller gatherings. The impact to
install these partitions would be about $20,000 and incorporation of this change
would eliminate the remaining contingency.

Fulton noted that FSC construction manager, Doc Peterson, has reviewed the change
orders and does not foresee any other significant construction changes. The City
has a good handle on the construction budget and it is unlikely that other major
changes are needed.

Doc Peterson said the partition would require some modifications in lighting, duct
work and mechanical, and those costs are included in the change order.

Williams asked if the partitions are removable. Peterson said the partitions which
are panelled can be folded and slide into the corner of the room. The partitions are
able to divide the room into two or four spaces and would not interfere with the
room's use. Williams asked if these partitioned rooms would be sound proof.
Peterson said the sound panels are of high quality materials and should help with
sound control. Also, the ceiling has transfer grills which assist to minimize noise.

Motion by Larson, seconded by Gunderman, to APPROVE CHANGE ORDERS
PCO #4-$13,900; PCO #5-$3,306; AND PCO #6-$6,054 WHICH INCLUDE
CHANGING THE UPSTAIRS CARPETING TO EXPOSED AGGREGATE
SURFACE. FURTHER, TO APPROVE APPROPRIATE ACTIONS TO
PROCEED FOR THE INCLUSION OF PARTITIONED WALLS WITHIN
THE INTERIOR MEETING ROOM SPACE ON THE FlRST FLOOR FOR
AN ANTICIPATED APPROXIMATE AMOUNT OF $20,000.

5 Ayes - 0 Nayes, Motion Carried.

Fulton explained that the State Primary Election date conflicts with the September
13 Council Meeting. Because of the regulation that no public business can be
conducted during election hours and that we use the Council Chambers as a polling
place, it is recommended the meeting date be changed.

Council Business I

Change Order for
Family Service Center
Report 94-186

Change of Council
Meeting Date
Report 94-187

I

I
