The snow will most likely be stored on <br />either side of the roadway, but it appears the eastside provides for more storage <br />space. Possibly some snow could be hauled away. Williams noted that the plow <br />operators could use their wing blade to lower the snowpiles. <br /> <br />Leonard explained the staking along the roadway; pink stakes are existing ROW <br />lines, blue stakes are permanent ROWs, and green stakes are construction <br />easements. <br /> <br />Proper said it is difficult to illustrate the future curb lines on the transparency and <br />suggested residents speak: to staff at a later time. Leonard said the County intends <br />to design the road so that the driveway turnarounds will match the roadway. Benke <br />requested County staff to install staking to illustrate the future curb lines. <br /> <br />Tom Harkins, 684 Silver Lake Road, asked for confirmation of the lane widths and <br />clarification of the curb lines. Leonard confirmed that the lane widths from the <br />outside in would be 14 ft., 12 ft., 14 ft., 12 ft., 14 ft. Proper noted that the curb <br />and gutter measurements account for that additional 2 ft. on the outer lanes. <br />Harkins asked if homeowners would be responsible for assessments. Proper feels <br />that if there were assessments, they would be very minimal. Benke noted that an <br />assessment hearing is required if assessments are proposed. Proper reiterated that <br />staff can confirm the curbing locations with residents on site. <br /> <br />Esther Nowlin, 196 Windsor Green, asked if the elimination of the median provides <br />for any cost savings. Proper feels that any landscaping proposed for the median <br />would be moved to the sides of the road. Nowlin asked which agency performed <br />the safety review. Proper said the County. felt the two options were equivalent in <br />regards to safety. <br /> <br />Benke received two letters stating concern of the speed levels along Silver Lake <br />Road. Originally, this issue was resolved by incorporating the additional traffic <br />signals and operation of all signals at the 35 mph level. With that 35 mph signal <br />operational speed, Council's expectation is that after a period of time this issue <br />could be revisited. Possibly, a speed study could be performed which may satisfy <br />the State's criteria in determining those speeds. Also, the turns lanes should also <br />play a major role in safety and holding down those speeds. <br /> <br />Harkins feels the City and its residents need to take a proactive stance in regards to <br />those speeds. Benke confirmed that those speed levels are set by the Transportation <br />Commissioner upon review of engineering studies indicating that the speed should <br />be set at 45 mph. Benke feels that hopefully with these changes, lower speeds may <br />be established in the future. Harkins asked if signs could be posted near this <br />residential area to inform and alert drivers to be cautious.
