<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 8, 1994 <br /> <br />Page 3 <br /> <br />Council Business <br /> <br />City Engineer Les Proper presented the feasibility study for street reconstruction <br />Project 94-3. <br /> <br />This project includes the reconstruction of 3.30 miles of residential streets in the <br />Belair neighborhood. These streets have been identified in the City's <br />Comprehensive Street Plan as needing replacement in 1994. <br /> <br />Streets where concrete curbing will be replaced would be assessed at $1,137 per lot. <br />The assessment rates for streets which involve the repairing of the concrete curbing <br />would be assessed at $814 per lot. <br /> <br />On February 23rd an informational meeting was held with residents. <br /> <br />Samuelson verified that the majority of the residents were in favor of the project and <br />felt the improvements were needed. <br /> <br />Motion by Williams, seconded by Gunderman, to WAIVE THE READING AND <br />ADOPI' THE RESOLUTIONS ACCEPf THE FEASmILITY STUDY AND <br />CALLING FOR A PUBLIC HEARING ON PROPOSED IMPROVEMENT <br />PROJECT 94-3, STREET RECONSTRUCTION. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Finance Director Margaret Egan presented for consideration authorization for <br />increased meter reading by City personnel. <br /> <br />The Finance Department has been coordinating a project to install remotes on single <br />family residence water meters. The remotes allow water usage information to be <br />obtained from outside the home. This project was an important undertaking as ease <br />of access is critical to support the winter quarter usage policy. Single family <br />residences were the primary target of the project and represent about 90% of the <br />current 5,600 municipal accounts. At this time, only 150 accounts remain without <br />the upgrade. <br /> <br />Williams asked if special arrangements would be made for those remaining accounts <br />which either refused installation or the upgrade was impractical. Egan said it is <br />proposed that a minimum $15 charge be applied every time a read is required when <br />access is denied or for those customers who refused installation of the remote. <br /> <br />Motion by Gunderman, seconded by Williams, to WAIVE THE READING AND <br />AOOPI' THE RESOLUTION AUTIlORIZING INCREASED METER <br />READING BY CITY PERSONNEL. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Egan presented for consideration the carryover of 1993 appropriations. <br /> <br />As part of finalizing transactions for 1993, unused appropriations need to be <br />declared eligible for use in 1994. With this declaration, the activities can then be <br />undertaken in 1994 with funds "carried-over" from 1993.
