<br />I <br /> <br />I <br /> <br />I <br /> <br />COUNCIL PROCEEDINGS <br /> <br />CITY OF NEW BRIGHTON <br /> <br />Pursuant to notice thereof, a regular meeting of the New Brighton City Council was held Tuesday, January 25, 1994, <br />at 7:30 p.m. in the municipal building, 803 Fifth Avenue NW. <br /> <br />Present: <br /> <br />Mayor Benke, Council members Gunderman, Samuelson and Williams. <br /> <br />Absent: <br /> <br />Council member Larson <br /> <br />Also Present: <br /> <br />Maurie Anderson, Park Director <br />Matthew Fulton, City Manager <br />Charlie LeFevere, City Attorney <br />Kevin Locke, Community Development Director <br />Erny Mattila, City Planner <br /> <br />Council Agenda <br /> <br />Motion by Williams, seconded by Gunderman, to APPROVE THE AMENDED <br />COUNCIL AGENDA. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Minutes <br /> <br />Motion by Gunderman, seconded by Samuelson, to WAIVE THE READING AND <br />APPROVE TIlE AMENDED JANUARY 11, 1994 COUNCIL MEETING <br />MINUTES. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Commission Minutes - None <br /> <br />Council A~enda <br /> <br />Council Minutes <br /> <br />Special Order of <br />Special Order of Business Business <br /> <br />City Manager Matthew Fulton duly swore in newly re-elected Mayor Robert Benke. Benke Sworn in <br /> <br />Mavor Benke's 1994 State of the City Address <br /> <br />1 believe that historians will someday identify 1993 as a pivotal time in New <br />Brighton's evolution as a community. There have been several turning points since <br />our community was established in 1887. One came when the stockyards industry <br />disappeared. Another came when the arsenal was established, and, later, lost its <br />importance as a source of jobs and business. <br /> <br />Yet another turning point, one that most directly affects us today, was the <br />construction of 1-694 and 1-35W. 1 believe it is fair to say that the freeway <br />construction led to the demise of the old downtown area. 1 believe that in many <br />ways we have been grieving the loss of downtown as a downtown ever since. <br />Numerous attempts to rebuild the area as a vital center of commerce failed because <br />of external factors, economic trends, concerns about access, and an occasional dose <br />of bad luck. <br /> <br />State of the City <br />Address <br />
