<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />December 14, 1993 <br /> <br />Page 5 <br /> <br />Council Business. continued <br /> <br />Benke suggested a sketch of the park be made available to future home buyers. <br />There will be more meetings with residents regarding the park's development, and <br />the Park Department periodically revisits each park to determine its changing needs. <br /> <br />Betty Johnson, 2889--12th St., said the trail will go through her backyard, and <br />requested that Arborvitae shrubs be planted to shield people from her property. <br />Anderson confirmed that the shrubs would be planted in a solid massing across her <br />backyard. Staff will work with residents in regards to landscaping possibilities, but <br />the Cottonwood tree located in the middle of the trail will be removed. <br /> <br />City Forester, Rick Wriskey, said the Arborvitae shrubs will be planted 6 ft. high <br />and grow to about 15-20 ft. Staff will try to match the park's landscaping with <br />varieties located on adjacent properties. Benke asked if a construction easement is <br />needed for additional plantings. Anderson confirmed that this could be a possibility. <br /> <br />Williams questioned the attractiveness of a large row of Arborvitae and asked if <br />other fencing or screening options were discussed. Anderson confirmed that fences <br />and other landscaping options were discussed, but resident preference was the <br />Arborvitae. Anderson would not recommend a row of Arborvitae. <br /> <br />Alan Johnson, 2889--12th St., does not recall discussions regarding fencing or <br />landscaping options, and would like to discuss these options with Anderson. <br /> <br />Williams feels the concept plan is satisfactory, but the trail to the west could be <br />argued either way. He would rely on resident opinions regarding the Bent Tree <br />Hills access point. He noted concern regarding the pond and its grading, and <br />requested Engineering to prepare cross sections of its layout. Anderson confirmed <br />that the grading plan could be revisited. Williams and Benke agreed that the <br />grading plan should be clarified further. Gunderman agreed with Williams' concern. <br /> <br />Larson asked if the trail could be downsized from 8 to 5 ft. Anderson said the <br />primary reason for an 8 ft. path is safety. When bicycles and pedestrians travel the <br />same path it is important to provide the safest route. Larson feels a smaller path <br />may cause bicycles to travel slower. Fulton concurs with Anderson in regards to <br />the needed width for safety reasons. <br /> <br />Williams asked if residents were surveyed regarding the use of bicycles on the path. <br />Anderson said that issue was not discussed. Benke feels that neighborhood children <br />should be able to utilize the path for their bicycles. <br /> <br />Benke suggested the park plan be continued so that staff and residents could review <br />their options and allow time for Engineering to assemble the pond's cross sections. <br /> <br />Dan Johnson said the trail access from Bent Tree Hills Drive was changed to asphalt <br />in order to provide bicycle access.
