None

Council Business

Dee Lere, Citizen Srody Commission (CSC), explained that a CSC subcommittee
completed a study of the policies and opinions of New Brighton and other cities'
commissions in regards to advisory group issues. Lere outlined the three issues.

Who shall appoint the commission chair? Six New Brighton chairs feel leaders
should be decided by the commission; two chairs felt Council should appoint the
chairs. Five other cities allow commissions to select their chair, with the exception
of the Planning Commission which is appointed by the Mayor, with Council
approval. In one city, the Mayor makes all appointments without Council approval.

Should there be training in parliamentary procedure? Six New Brighton chairs feel
that some knowledge of procedure is helpful and should be encouraged, however
formal training is not necessary. Two chairs felt it was not necessary. All of the
other cities feel that parliamentary procedure was not necessary because commissions
are not obligated to follow Robert's Rules of Order.

Consent A~enda

I

Smith Resignation
Report 93-317

Vouchers
Report 93-314

Remarketing of
Revenue Bonds
Report 93-315
Resolution 93-132

St. John Gambling
License
Report 93-316

Debt Service Fund I
Report 93-318
Resolution 93-133

No Parking Signs
Innsbruck Healthcare
Report 93-319

Council Business

Policy for Advisory
CommissionslBoards
Report 93-321

I
